About this opportunity

The Federal Aviation Administration (FAA), through its Franchise Acquisition Services division, is conducting a Sources Sought/Request for Information (SSS/RFI) to identify potential contractors capable of delivering comprehensive management and leadership development services. The FAA seeks a contractor to support its Career and Leadership Development portfolio, which encompasses four main components: mandatory management courses, succession planning programs, elective management and leadership courses, and customer-tailored offerings. Key requirements include the ability to deliver instructor-led and web-based training through a blended learning approach, with up to 80% of class offerings conducted at regional field locations. The contractor must provide instructional design, program management, classroom and lodging facilities, subject matter experts, executive coaching, data analytics, and evaluation services. While evaluation criteria are not explicitly detailed in this pre-solicitation notice, the FAA will assess contractor capabilities to meet these diverse service requirements. The deadline for submitting responses to this SSS/RFI is February 8, 2026; however, it is important to note that this is a market research initiative only, and no formal solicitation is currently available.

This pre-solicitation notice contains no set-aside designation and does not identify any incumbent contractors or current service providers. The notice does not disclose a specific award value or budget range for the anticipated contract. The procurement contemplates a base contract period of 12 months with four potential option years, indicating a total contract duration of up to five years if all options are exercised. The FAA will determine the annual course mix and schedule, and the selected contractor must be prepared to serve FAA organizations, other federal agencies, and private sector entities. Prospective contractors should note that responses to this SSS/RFI are not considered offers, will not be used as proposals, and cannot form binding contracts; additionally, the government will not reimburse any costs associated with responding to this inquiry.

The core curriculum consists of the developmental courses which are mandatory for FAA managers by current FAA policy or regulation. Core requirements are prescribed by the FAA Office of Human Resources (AHR), Talent Development (AHD) and are prescribed in an annual requirements document. The annual requirements document is adjusted to meet organizational needs from year-to-year. Presently the curriculum consists of a total of 69 web-based and instructor-led courses designed to address FAA’s evolving management and leadership development priorities. Each year, FAA determines the mix and schedule of mandatory/elective courses and program cohorts based on organizational priorities. These requirements may change annually to meet emerging agency needs.

The portfolio supports a broad audience—from new supervisors to senior non-executive leaders—and includes two cohort-based development programs: one for aspiring managers and one for aspiring senior managers. These programs are competitive, vary in size (16–60 participants), and run 8–18 months, incorporating multi-day seminars, stretch assignments, and experiential learning.

The FAA retains the right to develop and deliver courses, seminars, conferences, and meetings using internal Government personnel or third-party providers under separate contracts. As such, the contractor will not have exclusive rights to deliver all training and development services.

The contractor must be capable of delivering the FAA’s portfolio of courses and programs—either partially or in full, to FAA organizations, other federal agencies, and applicable private sector entities. The contractor must also be prepared to deliver up to 80% of class offerings in regional field locations at the start of the contract.

The contract is expected to be a commercial Firm-Fixed Price/Cost-Reimbursable five-year IDIQ type contract with one basic year and four one-year options.
