About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is seeking painting services for MQ9 fuselage and wings/tails trailer parts and assemblies. The solicitation is for a firm-fixed-price commercial contract to paint components for four ground support trailers, divided into two lots between March and September 2025. The government will provide transportation of parts to the contractor's facility, which must be located within 70 miles of Wright-Patterson AFB. Evaluation criteria will focus on two primary factors: the ability to comply with the Performance Work Statement requirements and determining a fair and reasonable price using a Lowest Price Technically Acceptable approach. Proposals are due by 3:00 PM Eastern Standard Time on March 20, 2025, and must be submitted electronically to specified Air Force contacts with strict requirements on email format and attachment types.

This solicitation is a total small business set-aside with a NAICS code of 332812 and a size standard of 500 employees. The contract requires the contractor to complete each lot of painting within 15 business days of parts delivery, following specific painting and masking specifications detailed in the provided documentation. Contractors must use MIL-PRF-23377 Type 1 primer and MIL-PRF-85285 Type 1 topcoat in gray color 26173, with precise pretreatment requirements for aluminum and steel components. The work involves painting various trailer parts including frames, weldments, plates, brackets, and other structural components. Performance will occur at the contractor's facility, with the government responsible for transportation of the trailers to and from the painting location, and the entire contract period running from March 1 to September 30, 2025.
