About this file
The document is a Questions and Answers (Q&A) set for Solicitation FA8604-25-R-B012, a contract for MQ9 Paint Services. The Q&A addresses three specific technical queries related to paint coating requirements and facility location. Key points include: (1) confirmation that 23377 Class 2 coating can be used, (2) clarification that MIL-PRF-23377 coating is mandatory and cannot be replaced by alternative coatings, and (3) a definitive requirement that contractor facilities must be located within 70 miles of Wright Patterson Air Force Base, with no exceptions for external logistics arrangements.
The associated solicitation is a Small Business Set-Aside for painting services for MQ9 Fuselage and Wings/Tails Trailer parts, issued by the Department of the Air Force Materiel Command. The contract will be a Firm Fixed Price for commercial items, with proposals due by 3:00 PM Eastern Standard Time on 14 March 2025. Evaluation will be based on two factors: (1) ability to comply with Performance Work Statement requirements and (2) determination of fair and reasonable pricing using a Lowest Price Technically Acceptable approach. Electronic proposals must be submitted via email to specified Air Force contacts, with strict file type and size restrictions.

Questions & Answers Set 2
11 March 2025
1. Can we use 23377 Class 2?
Yes.
2. Can the use of Zinc rich 26915 and MIL P 53030 be used and then top coated? It seems redundant to have the 23377 coating stacked in with the both of them.
No. The MIL-PRF-23377 is a necessity based on the topcoat specification.
3. We understand that the solicitation specifies a 70-mile radius for pickup and delivery. While we possess the technical capabilities to perform the work, our facility is located outside of this radius. If we arrange and manage our own pickup and delivery logistics, would we be considered a capable bidder and eligible to submit a bid for this solicitation?
No. Work in support of this requirement shall be performed at the contractor’s facility within 70 miles of Wright Patterson AFB.
