About this opportunity

The 7th Contracting Squadron at Dyess Air Force Base seeks the lease of one bucket truck, including delivery to and pickup from the base, with proposals due September 23, 2026 at 10:00 p.m. CDT. This is a Total Small Business set-aside; NAICS code 532412, with a size standard of $40 million.

Place of performance is Dyess Air Force Base, Abilene, Texas. The bucket truck must have a minimum working height of 55 feet, continuous rotation capability, side reach of 42.9 feet (non-overcenter) or 48.3 feet (overcenter), 700-pound platform capacity, and a minimum dielectric insulation rating of 15 kV. The vehicle must be model year 2020 or newer with no more than 50,000 miles at acceptance and pass dielectric testing per OSHA and ANSI/SIA requirements with at least six months remaining before retesting. Specifications must match exactly—neither greater nor lower values are permitted due to compatibility with base equipment. Aerial devices from other manufacturers meeting or exceeding stated capabilities are acceptable if specifications align precisely.

The lease term is 12 months, with mandatory delivery within 10 days after date of contract. The contractor is responsible for all maintenance, parts, labor, repairs, and replacement vehicles at no additional cost during out-of-commission periods, including scheduled maintenance. The Government will issue a Firm-Fixed-Price contract with unlimited mileage included in the monthly rental rate; offerors must not propose separate excess-mileage rates or usage-based surcharges. The contractor must carry commercial physical damage coverage, Texas State minimum liability insurance, and commercial general liability insurance. Early returns are prorated with 15–30 days advance notice when possible. The vehicle will operate exclusively within Dyess AFB boundaries with estimated annual usage of approximately 10,000 miles and 10,000 hours.

Award will be made on a Lowest Price Technically Acceptable basis, considering technical acceptability and price. Quotes must be submitted via email to reijo.rantala@us.af.mil and trevor.finch.1@us.af.mil. Amendment 001, issued September 22, 2026, attached a Questions and Answers document addressing technical specifications, insurance requirements, and operational parameters.
