About this file
This is a Questions and Answers document for RFQ FA466126Q0098, issued by the 7th Contracting Squadron at Dyess Air Force Base for a 12-month bucket truck lease. The document clarifies technical specifications, insurance requirements, operational parameters, and contractual obligations through 17 question-and-answer pairs that address offeror inquiries.
Key Technical and Operational Requirements: The bucket truck must match the salient characteristics specified in SOW paragraph 1.5, which closely align with Terex Hi-Ranger HRX55 specifications including 55 feet minimum working height, specified side reach and platform capacity, and a dielectric insulation rating of minimum 15KV. Aerial devices from other manufacturers meeting or exceeding stated capabilities are acceptable; however, specifications must match exactly—neither greater nor lower values are permitted due to compatibility requirements with Dyess AFB equipment. The vehicle will remain exclusively within Dyess AFB boundaries with estimated usage of approximately 10,000 miles and 10,000 hours annually, generally operating 8 hours per day on a single shift. Routine scheduled maintenance may be performed at the contractor's facility or on-site at Dyess AFB with prior coordination. Contract Terms and Insurance: The Government will issue a Firm-Fixed-Price contract with unlimited mileage included in the monthly rental rate; offerors must not propose separate excess-mileage rates or usage-based surcharges. The contract includes a 5-calendar-day replacement obligation for any out-of-commission vehicle, including periods of scheduled maintenance and dielectric retesting. The contractor must carry commercial physical damage coverage or equivalent damage-waiver program, Texas State minimum liability insurance, and commercial general liability insurance. If the vehicle fails initial acceptance inspection, the contractor bears all reclamation, exchange, and daily rate deduction costs (calculated as proposed monthly rate divided by 30). Early returns will be prorated with 15-30 days advance notice when possible. The Government may operate the vehicle without contractor involvement beyond delivery, pickup, recovery, and service, and accident prevention plans and work clearance requirements do not apply.

FA466126Q0098 – Bucket Truck Lease Questions and Answers
1. Q -Salient characteristics (SOW 1.5) The characteristics listed in paragraph 1.5 closely match the published specifications of the Terex Hi-Ranger HRX55 aerial device. Please confirm:
a. Whether aerial devices from other manufacturers that meet or exceed the stated capabilities will be considered technically acceptable;
b. Whether the numerical values in paragraph 1.5 (including working height in 1.5.1, side reach in 1.5.3, platform capacity in 1.5.7, forward rotation in 1.5.11, and hydraulic reservoir capacity in 1.5.19) are minimums, such that equal or greater values are acceptable;
c. For 1.5.1, whether 55 ft is the minimum acceptable working height; and
d. For 1.5.6, whether a single-stick platform controller from another manufacturer satisfies the "Control-Plus" requirement.
A – They need to match. As long as other manufacturers match the Salient characteristics we will be good. Any mismatch whether it be greater or lower will cause issues when working with our equipment at Dyess AFB.
2. Q- Insurance (SOW 2.1.1 and 11.2)
a. Paragraph 2.1.1 requires the Contractor to carry insurance covering the replacement or repair of a vehicle that is lost, stolen, or damaged. Will this requirement be satisfied where such loss or damage is covered through the equipment owner's physical-damage/damage-waiver program, such that neither the Government nor the Contractor bears the cost of the covered loss?
b. Paragraph 11.2 requires valid state registration, vehicle inspection, and insurance for Contractor vehicles operated on Dyess AFB. Does paragraph 11.2 apply to the leased bucket truck while it is in Government possession and operated by Government personnel, or only to Contractor vehicles used for delivery, recovery, and service? If it applies to the leased truck, does the Government require a minimum liability limit?
A- Acceptable. A commercial damage-waiver program satisfies SOW 2.1.1 as long as the Government is not held liable for non-negligent losses.
B- Applies to leased truck. Must carry valid registration, inspection, and minimum liability to legally operate on Dyess AFB.
3. Q- Replacement vehicle (SOW 2.3.3)
a. What timeframe does the Government require for providing a replacement vehicle once the bucket truck is out of commission?
b. Does the replacement obligation apply to planned downtime for scheduled maintenance performed at the Contractor's designated facility (SOW 2.3.1), and to periodic dielectric retesting that may come due during the 12-month rental period (SOW 1.4.1)?
A - Replacement vehicle (equal or greater quality) must be delivered to Dyess AFB within five (5) calendar days of the vehicle being determined out of commission
B - Yes, the replacement obligation applies to any period when the leased vehicle is out of commission. SOW paragraph 2.3.3 explicitly states a replacement must be provided if the truck is out of commission "for any reason".
4. Q- Applicability of SOW 6.2 and 6.4 This requirement is a bare vehicle rental operated by Government personnel, with Contractor on-base activity limited to delivery, pickup, recovery, and service. Please confirm whether the Accident Prevention Plan submission in paragraph 6.2 and the AF Form 103 Work Clearance Request with 30-day renewal in paragraph 6.4 apply to this requirement.
A- Does not apply
5. Q- Anticipated usage To ensure the quoted rate reflects actual use, can the Government provide an estimate of anticipated monthly mileage, and confirm that the vehicle will generally be operated on a single daily shift (not exceeding 8 hours per day)?
A- Generally will be used 8 hours per day, however this is very work task dependent and any anticipated estimate will be higher than average.
6. Q- Please confirm that CLIN 0001 may be invoiced monthly through WAWF after each completed month of rental service.
A- Yes.
7. Q- SOW paragraph 2.1 states that the Government may return the vehicle at any time without penalty and that the remaining funds will be deobligated. Will payment be prorated through the effective return date, and will the Government provide advance notice before an early return?
A - Early returns will be prorated. Government will endeavor to provide 15–30 days advance notice.
8. Q- Please provide the estimated annual mileage and confirm whether the vehicle is expected to remain exclusively within Dyess AFB.
A- 10,000 miles 10,000 hours. There is not an accurate way to measure this currently and any estimates will be grossly over exaggerated. Will remain on Dyess AFB
9. Q- Is there a required mileage allowance that must be included in the monthly rental price? If not, may offerors identify an included mileage allowance and an excess-mileage rate?
A- This will be Firm-Fixed-Price (FFP) Contract. Because the leased bucket truck will be operated exclusively within the physical boundaries of Dyess AFB, overall mileage will be minimal. To maintain the integrity of a commercial FFP contract and simplify invoicing in WAWF, the proposed monthly rental rate must be fully burdened and include unlimited mileage within Dyess AFB. The Government will not accept quotes that include separate variable "excess-mileage" rates or usage-based surcharges.
10. Q- Please identify the required automobile, physical-damage and general-liability insurance coverage limits.
A- Automobile Liability & Registration: The leased vehicle, as well as any Contractor vehicles used for delivery, recovery, and service on Dyess AFB, must meet the Texas State minimum liability insurance requirements and base-entry standards under AFI 31-218 (Motor Vehicle Traffic Supervision).
B- Physical Damage: In accordance with SOW paragraph 2.1.1, the Contractor must maintain physical damage coverage (or an equivalent commercial damage-waiver program) sufficient to cover the replacement or repair of the vehicle if it is lost, stolen, or damaged (excluding damage caused by documented Government operator negligence).
C- The Contractor shall maintain standard commercial general liability insurance as per standard commercial practice for equipment leasing.
11. Q- If damage results from Government operator negligence, will the Government reimburse the approved repair cost and applicable insurance deductible under SOW paragraph 2.3.4?
A- Yes, as described in SOW
12. Q- SOW paragraph 2.1 states that failure to pass the acceptance inspection may result in a monetary penalty. Please identify the amount or method used to calculate that penalty.
A- The term "monetary penalty" refers to a contract price reduction for non-conforming services and equipment unavailability. The Government will only pay for services and equipment that have been fully inspected, accepted, and are in active Government possession and operational control. If the delivered vehicle fails the initial acceptance inspection:
No Invoicing Allowed: The Contractor shall not invoice the Government for any days the vehicle remains unaccepted or unavailable.
Contractor-Borne Exchange Costs: The Contractor shall be solely responsible, at no additional cost to the Government, for reclaiming/picking up the unacceptable vehicle and exchanging it for a technically conforming vehicle.
Daily Rate Deduction: For every calendar day of delay between the scheduled delivery date and the date a conforming vehicle is accepted by the Government, a daily prorated rental amount will be deducted from the Contractor's monthly invoice.
Calculation Method: The daily deduction rate shall be calculated as:
Daily Deduction= Proposed Monthly Rental Rate/30
13. Q- Under SOW paragraph 2.3.3, within what period must an equal-or-better replacement vehicle be delivered after the original truck becomes unavailable?
A- Replacement vehicle must be delivered within 5 calendar days of the original becoming unavailable.
14. Q- Please confirm whether routine scheduled maintenance may be performed at Dyess AFB or whether the vehicle must be transported to the contractor’s maintenance facility.
A- Routine maintenance may be performed at a facility of the Contractor's choosing, which can be on-site at Dyess AFB for rotine MX not needing specialized equipment. with prior coordination. The Contractor must furnish all tools, equipment, labor, and items necessary to perform maintenance. The Government (including LRS) will not maintain, service, or provide tools/workspace for this vehicle.
15. Q- Is a commercial driver’s license required for the anticipated Government operators or for delivery of the specified vehicle?
A- No CDL required for government operators on-base. Contractor delivery must comply with DOT.
16. Q- Please confirm whether the Government requires any specific class of dielectric insulation beyond compliance with the stated OSHA and ANSI/SIA standards.
A- Needs to be rated to a minimum of 15KV. Should be on salient characteristics list.
17. Q- The RFQ identifies NAICS 532412 but also includes the parenthetical phrase “or applicable code for uniforms/gear.” Please confirm that NAICS 532412 is the correct code and that the uniforms/gear reference is a template error.
A- NAICS 532412 is correct. Parenthetical uniforms/gear reference is an administrative error.
