About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 15, is soliciting proposals for restoration and stewardship services for numerous ponds located at the John Cochran and Jefferson Barracks VA Medical Centers in St. Louis, Missouri. The contractor must provide both restoration services—including removal of weedy species, invasive plants, silt, trash, and debris to meet St. Louis Metropolitan Sewer District specifications—and ongoing stewardship services conducted during April, May, June, August, September, and October that encompass general maintenance, herbicide treatment, weed removal, mulch cultivation, sediment removal, selective pruning, and annual flower and mulch replacement. Qualified contractors must hold current Missouri Department of Agriculture Certified Applicator certification and demonstrate a minimum of three years of documented experience in stormwater Best Management Practices and bioretention basin stewardship. Performance will be evaluated using a Quality Assurance Surveillance Plan that establishes Acceptable Quality Levels for performance metrics, with critical activities such as delivery timeframes set at 100 percent compliance, and the government will conduct ongoing monitoring through random inspections, periodic reviews, customer feedback mechanisms, and monthly document reviews. The proposal deadline is March 10, 2026, at 10:00 a.m. CDT.
This solicitation carries no set-aside designation and will result in a single five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract award with a guaranteed minimum of $100,000 and a contract ceiling of $750,000. No incumbent contractor is identified in the solicitation materials. The contract will be performed at two locations: the John Cochran Division at 915 North Grand Boulevard, St. Louis, Missouri 63106, and Jefferson Barracks at 1 Jefferson Barracks Drive, St. Louis, Missouri 63125. Individual task orders will be issued on a bulk-funded basis by Network Contracting Office 15, with monthly invoicing submitted in arrears to the Department of Veterans Affairs Financial Services Center. Selected contractors must satisfy supplemental insurance requirements including workers' compensation, $500,000 general liability coverage, and $200,000 automobile liability coverage, and the job superintendent must obtain full PIV registration within 45 days of contract award.
