About this opportunity
The Department of the Air Force Air Combat Command's 99th Contracting Squadron has issued a Special Notice concerning a sole source procurement for the 99th Security Forces Squadron. The notice pertains to the acquisition of four DJI drones, four Pixel Phones for Fly App, and four Rizer as a Service (RaaS) units. The procurement is being pursued under Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(B), which allows for sole source acquisition when only one source can provide the required supplies or services at the necessary quality level. The justification stems from the FY 24 National Defense Authorization Act, which mandates the use of approved mitigation software for DJI drones to address national security risks associated with Chinese-manufactured drone technology. Edgesource has been identified as the exclusive distributor of the required Rizer software.
Contractors interested in responding to this notice must submit a comprehensive capability statement by May 12, 2025, at 4:00 PM PDT via email to avery.irwin@us.af.mil. The capability statement must include detailed technical data and cost information that convincingly demonstrates the ability to meet the specific requirements. This notice is not a competitive solicitation, and the government retains full discretion to determine whether future procurements will be competitive or sole source based on the received submissions. The primary objective is to enable Counter-small Unmanned Aircraft Systems (C-sUAS) testing and training while mitigating potential data collection risks. Potential respondents should be aware that a simple request for documentation or additional information will not be considered an affirmative response. The procurement aims to support the 99th Security Forces Squadron's operational needs by acquiring specialized drone technology with specific security mitigations. The government has committed to conducting ongoing market research to potentially identify alternative vendors or solutions in future procurements.
