The scope encompasses traditional industrial hygiene services, asbestos monitoring, workplace hazard assessments, emergency management support, safety training including powered/electrical industrial trucks, drone surveillance capabilities, ergonomic evaluations, and indoor air quality testing. Contractors must provide specialized personnel with appropriate occupational, federal, and California licenses and certifications, with most positions requiring substantial experience in healthcare settings, including Senior and Junior Industrial Hygienists, Certified Asbestos Consultants, and Ergonomists. The government will evaluate quotations using a comparative evaluation process outlined in FAR 13.106-2(b)(3), assessing both technical capabilities and pricing to determine the best value for the government. Responses are due by 12:00 Noon Pacific Daylight Time on August 1, 2025, with the solicitation having been published on July 1, 2025.

This procurement is designated as a Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to SDVOSB contractors only. The contract has a total value of $7 million with a guaranteed minimum of $1,000 and spans a three-year period from October 1, 2025, through September 30, 2028, consisting of a one-year base period with two optional one-year ordering periods. Performance will occur primarily at the West Los Angeles VA Medical Center located at 11301 Wilshire Blvd, Los Angeles, CA 90073, along with nine associated Community Based Outpatient Clinics throughout Southern California. The contract will support significant upcoming events including the Joint Commission Accreditation survey in 2026 and the 2028 Los Angeles Summer Olympics. The solicitation does not identify any current contractors or incumbents, as the government declined to provide information about the existing contract performance.

The following questions were received concerning this Request for Proposal (RFP):

Technical Evaluation Criteria (p67-68): The 4 items referenced, in general, are not representative with the depth and breadth of tasks and requirements within the SOW (p14-21). In particular, the evaluation criteria emphasis on Training on Powered/Electrical Industrial Trucks. Including this particular task, which likely is a very minimal part of the overall scope is unusual as the emphasis of scope is traditional IH and Asbestos. Please review the criteria related to the SOW and advise.

ANSWER: The evaluation criteria will remain as stated in the RFP.

2. Technical Evaluation Criteria: What is the Weighting difference (in %) between Price and Technical?

ANSWER: As stated on page 74 of the RFP, the Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2(b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government.

3. Regarding the Training on Powered/Electrical Industrial Trucks, please qualify and quantify the equipment used (electric and gas/propane Class I, IV & V), the frequency of training and number of trained staff annually.

ANSWER: Refer to the instructions on page 68, regarding providing a narrative of the specialized experience in this area.

4. Please identify the current total FTE in place on the current contract, and how the current contract (and contractor) has addressed the Training on Powered/Electrical Industrial Trucks.

ANSWER: An answer will not be provided about performance on the current contract.

5. Please identify/elaborate on the frequency and purpose of drone use. Is the VALA Campus cleared by FAA for drone flights? Does VALA have a preference towards the type of drones to be used?

ANSWER: Sufficient information relating to this question is provided in paragraph 8.3 of the Statement of Work.

6. Does the current contract have a provision for Drone use and, if so, does the current contractor have the capability to provide these services?

ANSWER: An answer will not be provided about performance on the current contract.

7. Please provide a copy of the current contract for services.

ANSWER: A copy of the current contract will not be provided.

8. The SAM.GOV publication states this solicitation was published on 7/1/25; however, our team frequently reviews for these types of opportunities (ie 3-4x/week) and this was not discovered until today. Is the 7/1/25 publish date accurate?

ANSWER: This solicitation was published on 7/1/2025.

Update #3 ·

The following question was received concerning Factor 1, (Technical) Experience, in the Instructions to Offerors:

Factor 1 (Technical) - Experience, for the three references, would the government permit offerors to use the experience of proposed key personnel employed by the offeror to demonstrate the contractor capability to perform this requirement?

ANSWER: Refer to page 68 in the Request for Proposal (RFP). The section after paragraph 4), Unsafe Conditions Investigations, provides what is required regarding the Offeror s offered experience (or the proposed subcontractor s) providing Industrial Hygiene Services.

Update #2 ·

The following questions were received concerning the Statement of Work:

1. RFP page 14, section 5 lists the period of performance as beginning on April 1, 2025. We assume this is an error. Can you please verify performance begins October 1, 2025?

2. On page 21 of the RFP, section 9, Personnel Requirements, the first paragraph indicates all personnel must have at minimum five (5) years of experience and then section 9.2 indicates the Junior Industrial Hygienist needs only one (1) year of experience. Can you please clarify if this labor category needs a minimum of one (1) or five (5) years of experience?

This amendment (Amendment 1) incorporates updates to the SOW that answer both questions. The following changes are incorporated into the SOW:

Change Paragraph 5, Performance Period

FROM:

The period of performance is a (1) year base period, 04/01/2025 - 03/31/2026, plus up to two (2) one-year ordering periods, with an ultimate contract completion date of 03/31/2028.

TO:

The period of performance is a (1) year base period, 10/01/2025 - 09/30/2026, plus up to two (2) one-year ordering periods, with an ultimate contract completion date of 09/30/2028.

Change Paragraph 9, Personnel Requirements

FROM:

All contractor personnel shall be professionals equipped with occupational, federal, and/or California licenses and/or certifications, as applicable for each labor category. In addition, each contractor employee shall possess, at minimum, five (5) years of applied career experience working within a healthcare setting. Most of the positions will require more substantial experience. The required categories of personnel are:
