About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 19 is conducting market research through a Sources Sought Notice to identify qualified vendors for hazardous waste disposal services at the Veterans Healthcare System of Cheyenne, WY Reverse Distribution Center. The requirement encompasses comprehensive disposal of EPA and RCRA-defined hazardous pharmaceutical waste, including all labor, materials, equipment, analysis, transportation, documentation, waste treatment, and disposal support services necessary to categorize, package, transport, and dispose of hazardous materials in compliance with applicable regulations. Interested vendors must demonstrate capability in hazardous waste disposal facilities combined with collection and local hauling services under NAICS code 562211. This is a market research effort only, not a formal solicitation for proposals or quotes, and responses will be used to determine the appropriate acquisition method and identify potential sources across all business size classifications. The deadline for submitting responses to this Sources Sought Notice is January 6, 2026, at 2:00 PM Mountain Time, with submissions directed to Charles Gritzmacher via email.
This procurement is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. The contract will operate under a 12-month base period with four potential one-year option periods, with hazardous waste pickups anticipated up to two times annually from the facility. The contractor must maintain all necessary federal, state, and local licenses and permits, provide waste collection containers, ensure proper waste segregation and containerization, and deliver comprehensive documentation including manifests, certificates of destruction, and disposal reports. Environmental considerations are prioritized in the contract requirements, with preference given to recycling and energy recovery disposal methods over landfill options. The performance work statement specifies handling of various hazardous pharmaceutical waste types, including characteristic and listed hazardous wastes, with strict emphasis on safety, waste tracking, regulatory compliance, and personnel training throughout the contract period.
