The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 1, is seeking wastewater discharge sampling services for the VA Boston Healthcare System, which operates three medical centers in West Roxbury, Jamaica Plain, and Brockton. The contractor will be responsible for providing wastewater sampling according to each facility's individual discharge permits, including continuing sampling under expired permits until new permits are issued. This Sources Sought Notice is being issued for market research purposes to determine whether sufficient competition exists to warrant a set-aside solicitation; interested parties must submit company information, DUNS number, technical capability documentation, and veteran-owned business proof if applicable by November 5, 2025, at 12:00 PM EST to Ian Herrick at Ian.Herrick@va.gov. While specific evaluation criteria are not detailed in this market research notice, the government intends to assess respondents' technical capabilities and business qualifications. The response deadline is November 5, 2025, and this notice should not be construed as a commitment to issue a formal solicitation or award a contract.

No set-aside designation has been applied to this requirement at this time. The procurement is anticipated to be structured as a firm fixed price purchase order agreement with one base year and four option years, with the overall contract period running from December 1, 2025, through November 30, 2030. The NAICS Code is 562998 (All Other Miscellaneous Waste Management Services) with a $16.5 million size standard, which indicates the government's anticipated scope and complexity for this procurement. The place of performance encompasses the three VA medical centers in Massachusetts. No incumbent contractor or prior award value has been identified in this Sources Sought Notice, as this is preliminary market research to gauge contractor availability and capability before issuing a formal solicitation.
