About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 8 is soliciting proposals for updated and new Water Management Plans (WMPs) to prevent Healthcare Associated Legionella Disease at two Florida facilities: C.W. Bill Young Veterans Medical Center in Bay Pines and Lee County Veterans Healthcare Center in Cape Coral. The scope includes conducting a comprehensive review and update of Bay Pines' existing Water Management Plan (dated October 2017) to incorporate three new buildings, creating a new WMP for Lee County Healthcare Center, and providing ongoing support services including annual reassessments and environmental validation testing. All deliverables must comply with ANSI/AAMI ST108 standards and ANSI/ASHRAE Standard 188. Contractors will be evaluated based on Technical Capability, Past Performance, and Price, with evaluation credit available for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) listed in the VIP database. The proposal due date is February 12, 2026 at 2:00 PM EST, and a mandatory site visit is scheduled for February 5, 2026 from 9:30 AM to 1:00 PM EDT; all questions must be asked during or before the site visit concludes, as no questions will be accepted afterward.

This solicitation uses no set-aside designations and has an estimated budget of $19 million for a firm-fixed-price contract. The contract award will consist of a base period of one year (February 13, 2026 through February 12, 2027) followed by four optional one-year renewal periods, providing up to five years of potential contract performance. No incumbent contractor is identified in the solicitation materials. Invoices will be submitted electronically with payment made via Electronic Funds Transfer within Net 30 days of invoice submission. The place of performance is Bay Pines, Florida 33744, with services also extending to the Cape Coral facility. Presolicitation Notice Presolicitation Notice Page 3 of 3 Presolicitation Notice *=Required Field Presolicitation Notice Page 1 of 3 GENERAL: C.W. Bill Young Veterans Medical Center located at 10000 Bay Pines Blvd. Bay Pines, Fl. 33744, and Lee County Veterans Healthcare Center located at 2489 Diplomat Pkwy E, Cape Coral, FL 33909 has a requirement for an Updated Water Management Plan, Water Management Update, (Audit) and New Water Management Plan for both Bay Pines VHA and Lee County Healthcare Center. The Bay Pines and Lee County Healthcare center need to meet the ST108 standard and to have continued support after the water management plans are created. Bay Pines has a Water Management Plan that is dated October of 2017. Since this plan was completed one new building where patients spend the night has been completed (B111, Mental Health Hospital) and is being used and two buildings are anticipated to be completed in early 2026 (New Dental Clinic and Fisher House II). Because of this completed addition and planned additions the Water Management Plan needs to be updated.
