About this opportunity

The Department of the Air Force Materiel Command Test Center seeks five pairs of F-35 Hands On Throttle and Stick (HOTAS) desktop control systems for Edwards Air Force Base, California, with quotes due September 1, 2026, at 9:00 AM PST (extended one day from the original August 31 deadline). The procurement is a 100% Total Small Business set-aside under NAICS 336413.

Place of performance is Edwards AFB, Building 1030, California, with delivery required 160 calendar days after award. The HOTAS units must be desktop-mounted, not full cockpit simulators, and feature contactless magnetic or solid-state force-sensing technology with high-resolution tracking of at least 12-bit resolution and 1:1 scale high-fidelity replication of actual F-35 aircraft control grips. All units must operate natively on Windows, SUSE, and Red Hat Enterprise Linux (x86_64 and arm64 architectures) via standard USB HID drivers without proprietary drivers, be powered entirely through USB 5V bus power, and include shielded USB Type-B cables of at least 1.8 meters with integrated ferrite beads. Critical switches and buttons must be rated for minimum 500,000 operations (MTBF), with commercial-grade switches carrying documented 1,000,000-cycle ratings acceptable as an alternative to formal MIL-PRF-8805E qualification. The mechanical throttle detent requires adjustable afterburner force over a minimum 4-inch travel range (6 inches desired). All equipment must be NDAA Section 889 compliant, TAA compliant, and AFI 17-130/DoDI 8500.01/CNSSP-11 compliant. A 2-year professional hardware warranty with guaranteed repair or replacement within 30 business days of RMA receipt must be included in base price; spare parts will be quoted separately as a distinct contract line item. Offerors must submit quotes via email (10 MB maximum file size) using the attached SF1449 with supporting documentation and pricing for all CLINs. Historical delivery expectations are 4–6 months.
