About this file
Technical Requirements Package (TRP) 26-JSE-127 Summary
This is a Technical Requirements Package for the procurement of F-35 HOTAS (Hands on Throttle-And-Stick) desktop control systems. The requirement is for 5 pairs of throttle and stick units suitable for desktop mounting in US military/defense simulation programs. The equipment must be NDAA Section 889 compliant and TAA compliant, with native compatibility for Windows, SUSE, and Red Hat Enterprise Linux environments on both x86_64 and arm64 architectures. All units shall feature plug-and-play functionality using standard USB HID drivers without proprietary system drivers, be powered entirely through USB 5V bus power, and include high-quality shielded USB Type-B cables of at least 1.8 meters with integrated ferrite beads to minimize electromagnetic interference.
The technical specifications require contactless magnetic or solid-state force-sensing technology with high-resolution tracking of at least 12-bit resolution, 1:1 scale high-fidelity replication of actual F-35 aircraft control grips matching all physical button locations and ergonomic dimensions, and mechanical throttle detents with adjustable afterburner force over a minimum 4-inch travel range (6-inch desired). Critical switches and buttons must be rated for minimum 500 operations (MTBF) and ideally conform to military specifications such as MIL-PRF-8805, with all components featuring end-user serviceable hardware for ease of maintenance. Vendors must provide dedicated spare parts packages including replacement potentiometers/sensors, spare buttons, and set screws; offer a minimum 2-year professional/commercial hardware warranty with guaranteed repair or replacement lead times within 30 business days of RMA receipt; provide officially documented sanitization procedures meeting standards for classified space removal; and maintain a formal Letter of Volatility detailing all onboard memory components. Devices must operate reliably within 0°C to 43°C and survive storage conditions of -20°C to 50°C. All COTS IA products must comply with AFI 17-130, DoDI 8500.01, and CNSSP-11 requirements.

Technical Requirements Package (TRP)
26-JSE-127
TRP
F-35 HOTAS Desktop
Quantity Required: 5 Pairs (Throttle and Stick)
Equipment Type: F-35 HOTAS (Hands on Throttle-And-Stick) suitable for desktop mounting
1.0 General & System Requirements
• Plug and Play: The devices shall feature true plug-and-play functionality upon connection, utilizing standard USB Human Interface Device (HID) drivers without requiring proprietary low-level system drivers.
• Operating System Compatibility: The systems shall be natively compatible with
Windows, SUSE, and Red Hat Enterprise Linux (RHEL) environments, supporting both x86_64 and arm64 system architectures.
• Compliance & Origin (NDAA/TAA): The units and all internal electrical components shall be NDAA (National Defense Authorization Act) Section 889 compliant and TAA
(Trade Agreements Act) compliant, ensuring suitability for deployment in secured US military/defense simulation programs.
2.0 Connectivity & Power
• Interface Options: The systems shall support data connection via USB or Ethernet. USB only interface is acceptable.
• USB Specifications: The USB connection shall utilize a ruggedized USB Type-B port on the HOTAS device side, connecting to a standard USB Type-A port on the host machine.
• Power Requirements: The units shall be fully powered through the USB connection (5V bus powered), with no external power bricks or alternative power sources required.
• Cabling: Each unit shall include high-quality, shielded USB cables of at least 1.8 meters
(approx. 6 feet) in length, integrated with inline ferrite beads to minimize electromagnetic interference (EMI).
3.0 Hardware, Materials & Maintenance
• Physical Mounting: Both the throttle and stick shall support Desktop Use: Heavy-duty, weighted, non-slip baseplates with the ability to mount to a universal HOTAS desk mount.
• Button Security & Replacement: All interactive buttons, switches, and multi-way hats on both the throttle and the stick shall be secured with end user serviceable hardware to facilitate ease of maintenance and rapid component replacement.
• Spare Parts: The vendor shall offer a dedicated spare parts package for purchase alongside the main units to support ongoing localized maintenance. This package shall include at a minimum replacement potentiometers/sensors, spare buttons, and set screws.
o Recommended Spares “kits” shall be expanded and listed with part numbers.
o Any recommended individual Spare item with a cost of over $500 shall be listed separately.
4.0 Sensor Technology & Precision
• High-Precision Sensors: Standard analog potentiometers prone to friction wear are not acceptable. The stick and throttle shall utilize contactless magnetic sensors (e.g., Hall
Effect) or solid-state force-sensing technology to prevent physical degradation over time.
• Resolution: All primary axes (Pitch, Roll, and Throttle) shall feature high-resolution tracking of at least 12-bit (4,096 steps per axis) or 16-bit (65,536 steps per axis) with zero physical dead zones.
• Stick Force:
o Stick shall return to the center (neutral) position when released. The centering mechanism shall minimize deadband play and prevent physical drift or sensor offset at the zero-point.
o The control stick must have a range of motion similar to an actual F-35 stick; a fixed force-sensing only control stick will not be acceptable.
5.0 Flight Controls & Mechanical Detents
• F-35 Grip Replication: The stick and throttle grips shall be 1:1 scale high-fidelity replica of the real F-35 aircraft controls, matching all physical button locations, triggers, and ergonomic dimensions.
• Throttle Detents: The throttle base shall feature mechanical, tactile detents over its travel range (minimum 4-inch travel, 6-inch travel desired) to realistically delineate the afterburner physical positions.
o Afterburner physical detent force shall be user adjustable.
6.0 Environmental & Durability Standards
• Operational Lifespan: Crucial switches and buttons shall be rated for a minimum of 500 operations (MTBF) and ideally conform to US military specifications (such as MIL-PRF-
8805).
• Temperature Ranges: Devices shall operate reliably within a standard temperature envelope of 0°C to 43°C (32°F to 110°F) and survive storage conditions of -20°C to
50°C.
7.0 Security, Compliance & Support
• Sanitization Procedures: The vendor shall provide officially documented instructions for wiping the units. These procedures shall meet the standards required to safely sanitize and remove the hardware from classified spaces (e.g., wiping non-volatile memory).
• Letter of Volatility: The vendor shall have a formal Letter of Volatility on file for the provided units, detailing all onboard memory components (SRAM, EEPROM, Flash) and data retention characteristics.
• Warranty & Support SLAs:
o Minimum of a 2-year professional/commercial hardware warranty.
o Guaranteed hardware repair or replacement lead times (e.g., turnaround within 30 business days of RMA receipt).
o Access to dedicated enterprise-level technical support for troubleshooting and integration.
Technical Requirements
The contractor shall ensure that all applicable Commercial-Off-The-Shelf (COTS) IA and IA-enabled products comply with AFI 17-130, Air Force Cybersecurity Program Management. All IT hardware, firmware, and software components or products incorporated into DoDIN shall comply with evaluation and validation requirements in DoDI 8500.01 and CNSSP-11, National Policy Governing Acquisition of IA Products. Refer to CNSSP No. 11 for the latest process and policy guidance on this subject.
