About this opportunity

The Naval Air Systems Command (NAVAIR), specifically the PMA-226 Specialized and Proven Aircraft, Adversary Integrated Product Team, is seeking to procure an Inventory Decision Support Process (IDSP) for managing the lifecycle and readiness of the U.S. Navy's F-16 fleet. The procurement will involve analytical methods and software to support near-, mid-, and long-range inventory availability planning, structural repair, service-life extension, and airframe configuration/modification program planning. Interested contractors must submit capability statements electronically by March 20, 2025, at 5:00 PM EST, with submissions limited to 5 pages detailing company experience, business size status, technical capabilities, and teaming arrangements. The opportunity falls under NAICS code 541990 for Professional, Scientific, and Technical Services, with a size standard of $19.5M, and PSC code R405 for Operations Research/Quantitative Analysis support services. Capability statements must include CAGE/DUNS information and address the company's specific qualifications for supporting complex inventory and lifecycle management processes.

The pre-solicitation notice indicates no specific set-aside designation for this contract, meaning it is open to all qualified businesses. The anticipated period of performance is 5 years, commencing on July 15, 2025, with expected deliverables including monthly reports, briefings, presentations, and technical analyses. While no specific award value is explicitly stated, the NAICS size standard suggests potential contract values up to $19.5M. Contractors should be prepared to provide a rough order of magnitude (ROM) estimate and implementation schedule for the IDSP software and processes. For small business considerations, prime contractors must perform at least 50% of the contract value if subcontracting. The procurement will support the F-16 integrated product team in comprehensive fleet management, focusing on analytical approaches to optimize maintenance, modification planning, and lifecycle costs for the Navy's F-16 aircraft.
