About this opportunity

The 17th Contracting Squadron at Goodfellow Air Force Base, Texas, is soliciting a comprehensive relocation service for an F-16 Ground Instructional Training Aircraft (GITA) from Sheppard AFB to Goodfellow AFB. The contractor must provide full-service relocation including disassembly, crating and packing, transportation, and reassembly of the non-functional training aircraft used by the Department of Defense Fire Academy to train approximately 1,600 joint firefighters annually. The scope requires all necessary labor, equipment, tools, transportation, supplies, supervision, materials, and specialized F-16 tooling to complete the relocation while maintaining the aircraft's original non-flyable training configuration. The government will evaluate quotes using the lowest price technically acceptable (LPTA) method, with price being the more important factor than technical capability. Critical deadlines include the questions deadline of August 8, 2025 at 12:00 PM CDT, with answers posted by August 13, 2025 at 2:00 PM CDT, and final quote submissions due August 15, 2025 at 12:00 PM CDT.

This procurement is designated as a 100% small business set-aside under NAICS code 484230 (Specialized Freight Trucking, Long-Distance) with a size standard of $34,000,000, though no specific incumbent contractors are identified in the solicitation. The contract will be awarded as a firm fixed-price arrangement with a performance period of 60 calendar days from the date of award to completion. The contractor must handle specialized requirements including wing removal using specific F-16 part numbers, gravity draining of aircraft fluids, installation of three aircraft tie-down points, and compliance with strict base security protocols requiring background checks for all personnel. Performance will occur at both Sheppard AFB for disassembly and Goodfellow AFB for reassembly, with the contractor responsible for all transportation between the two Texas locations. The work includes a 90-day warranty on reassembly and requires adherence to comprehensive security measures at both Air Force installations.
