GOODFELLOW AFB

F-16 Relocation to Goodfellow AFB

STATEMENT OF WORK

1. SCOPE OF WORK

1.1. GENERAL: The requirement for this Statement of Work is to provide a full-service relocation of an F-16 Ground Instructional Training Aircraft (GITA) from Sheppard AFB, TX to Goodfellow AFB, TX. The relocation includes disassembly, crating and packing, transporting/shipping and reassembling of the F-16 GITA, tail number AF80- 0563. Upon relocation delivery, the contractor shall install 3 aircraft tie-down points.

The work under this contract requires the Contractor to provide all labor, equipment, tools, transportation, supplies, supervision, materials, and incidentals necessary for providing all work as stated in this Statement of Work.

1.2. TASK REQUIREMENTS

1.2.1. AIRCRAFT TRANSPORTATION

1.2.1.1. Disassembly/Pick up Location:

1.2.1.2. Prep aircraft for disassembly, including draining all non-essential fluids.

Leave landing gear in a down position.

1.2.1.3. Disassemble aircraft in preparation for shipping.

1.2.1.4. Crate, pack, protect aircraft for shipping to include closing all doors and panels.

1.2.1.5. Acquire all documents and permits required for shipping to comply with federal, state, county and local regulations.

1.2.1.6. Transport and ship the aircraft to the DoD Fire Academy at Goodfellow

AFB, address listed in paragraph 1.3.2

1.2.1.7. Transfer any aircraft records provided by the 82 TRSS/AVDO at Sheppard

AFB.

1.2.1.8. Reassemble F-16 at the Fire Training Academy at Goodfellow AFB TX, address listed in paragraph 1.3.2 The contractor is to arrange crane/forklift support for reassembly at Goodfellow AFB. The Contractor shall re-assemble F-16 components to its original, non-flyable state, mechanical, functional, and cockpit operational configuration, ensuring dimensions and specifications.

Aircraft structural and systems integrity must be maintained.

1.2.2. AIRCRAFT TIE DOWN POINTS

1.2.2.1. The contractor shall provide a minimum of three (3) tie down locations.

One near each landing gear of the aircraft. Tie downs shall be constructed in accordance with this SOW and UFC 3-260-01.

1.2.2.2. Each tie down point shall be centered on concrete slab if possible. If not centered, at a minimum, shall not be located less than 21 inches from any joint.

1.2.2.3. The top of the tie down will be set at pavement grade or not more than (0.25 inch below grade. A smooth, rounded-edge recess 3 inches wide and not more than 6 inches long will be provided in the pavement around the eye for accessibility and attachment of grounding cables.

1.2.2.4. For each tie down, existing concrete shall be saw cut full depth in a 42-inch square. 1 inch diameter, 16 inch long, steel dowels shall be placed at 14 inches on center spacing, half slab depth, with 8 inches embedded into the existing concrete.

1.2.2.5. Concrete reinforcement bars shall be size 5 with four bars each direction placed in a 26-inch outer square and 14-inch inner square pattern. A rebar grid.

1.3. DELIVERABLES:

1.3.1. Government will provide Requisition and Inventory/Shipping Document Form

(DD1149) when requested.

1.3.2. Ship to:

1.3.3. Contractor shall include a 90-day warranty on reassembly work.

1.3.4. Contractor shall be licensed and insured. The amount of insurance carried shall be provided to the Government with quote.

1.3.5. Contractor’s plan of action, including info like shrink wrapping, and timeline, shall be provided with quote.

1.4. ACCEPTANCE:

1.4.1. Acceptance testing will be in the form of a visual inspection performed by a

Government representative. The Contractor shall coordinate the inspection and acceptance with the Government.

1.4.2. The Contractor shall repair any damage or replace any missing parts that occur during the disassembly, transport, or reassembly of the aircraft at the designated area.

1.4.3. The Contractor will consult with, and obtain approval from, the Government Representative prior to any deviation, substitution or change in the listed requirements. In the event the Contractor encounters problems that may prevent or delay the execution of this effort, the Contractor will immediately call the Government Program Manager.

1.5. BASE ACCESS SECURITY REQUIREMENTS:

1.5.1. The Contractor shall comply at all times with base law enforcement and security requirements to include base pass requirements at both Sheppard AFB and Goodfellow AFB.

1.5.2. Goodfellow Air Force Base is a closed/controlled access base. As an effort to minimize peak traffic flows at the entry gates, the Contractor, his employees, and his subcontractors are highly encouraged to avoid scheduling deliveries through the entry control gates from 7:00 A.M. to 8:00 A.M. Monday through Friday as there could be significant delays.

1.5.3. All commercial vehicles entering Sheppard AFB must use Missile Rd Gate Entrance. Removal and processing timeframe as well as removal of material must be accomplished Monday through Friday from 0700 - 1700, after hours work can be authorized with coordination from site manager (82TRW AVDO).

1.5.4. The Government will conduct security/background checks on all construction personnel as required. Security requirements will be briefed at the pre-construction conference and handouts outlining specific requirements will be provided.

Screening measures are in place and suitability for employees to access the installation will be determined during the conference. Requirements are subject to change dependent upon current world situations, potential threats, and base exercises. Full cooperation by Contractor work forces is required. Contractor should anticipate certain notification and reporting requirements, preparation of forms, and lists for pass and identification of employees and their vehicles, entry

restrictions, key/lock control, and compliance with all base traffic rules and regulations. The Jacobson Gate Visitor Control Center 325-654-4122 is the OPR for passes.

1.5.5. Installation Access Pass: Before arrival, a government identification card holding person from the sponsoring agency, Base Contracting office/administrator or applicable local project manager will submit a request for base access using the 17 Training Wing’s Base Access List (BAL) memorandum as a form of registration for each credential applicant. The base sponsor/sponsoring agency/Contracting Officer and the contracted management team should establish an accountability process to account for each applicant, to oversee the BAL process, and to retrieve installation passes when access is no longer required. Base sponsors/sponsoring agencies or contract officers will ensure the BAL is accurate, it is signed and forwarded to the 17 SFS Pass & Registration section for completion of the vetting and fitness determination processes. The BAL should be delivered to Pass & Registration, located at the Visitor Control Center (VCC). When delivery is not possible, the BAL may be forwarded to Pass & Registration via a “.mil” email account located on Goodfellow AFB. The BAL will include pertinent visitor information, reason for entry, frequency of entry, destination, times each day requiring entry, and duration of request.

1.5.6. Access Denial: If it is determined a Contractor requesting access has been convicted of a felony or pled guilty to a felony charge within the past 10 years or is considered not fit to obtain authorized access based on the information obtained during the identity vetting, or criminal history indicates the individual may present a threat to the good order, discipline and morale of the installation, Security Forces personnel will deny entry. The Contractor will be informed of the access denial, will be issued an Access Denial Letter, and will be informed on how they may appeal this order.

1.5.7. Denial Appeal Process: When denied access, contract visitors will be informed to report back their manager. If the contract worker and management are considering an appeal, it will be submitted by letter to the 17 SFS Commander, within 30 days of access denial. The contract manager should first contact the military contract officer/administrator or on-base sponsor for additional guidance and clarification.

The appeal may be delivered to the installation Visitor Control Section or mailed to Security Forces, addressed to 17 SFS/CC, 361 Apache Trail, Goodfellow AFB, 76908. The Contractor's appeal should discuss all facts and reasons to support rescinding access denial. The 17 TRW/CC will approve/disapprove all appeals for entry.

1.5.8. ABNORMAL WORK SCHEDULE: For installation access on non-duty hours or down days:

days, and down days.

1.5.8.2. Ensure only workers that are already vetted are on the Extended-Hours request (no new personnel). New personnel require a new BAL and formal vetting.

1.5.8.3. Complete the “After Hours” BAL for workers requiring down day access to the installation.

1.5.8.4. Identify the vehicle requirements. If operations cannot support the search procedures for large vehicles/special purpose equipment, the request may be declined unless arrangement are made to deliver the vehicle/equipment prior, during normal duty hours.

1.5.9. PASS HANDLING: All BALs are accomplished each time employees or personnel change, not to exceed 180 days. Oversight for BAL updates and establishment of procedures to ensure Physical Access Control System (PACS) credentials and locally created access credentials from individuals who no longer require installation access is the responsibility of the contracting officer/contract administrator.

1.5.9.1. When an employee (regardless of position) is no longer employed by the Contractor or Sub-Contractor all DBIDS passes are to be returned to the Contract Officer/Administrator or to the Visitor Control Center. If a local issued access credential/pass is not returned, the contract officer may withhold funds, or the Installation Commander may consider permanent debarment to the installation. Immediate access denial may be initiated by Pass & Registration updating the DBIDS database until disposition of the DBIDS pass is resolved.

1.5.10. Anti-Terrorism.

1.5.10.1. Goodfellow Air Force Base (GAFB) has an anti-terrorism program that is responsible for helping secure and protect the base and its personnel from terrorist attacks. Contractors are required to obey all orders from Security Forces and adhere to all security measures implemented because of Force Protection Condition changes (security posture changes). Additionally, contractors are expected to report to base security forces any suspicious activities, packages, or items observed while conducting work on GAFB.

Suspicious activities could include personnel conducting surveillance of the installation, unauthorized personnel requesting access to the installation, or somebody asking a lot of questions about the base. Personnel are subject to spot checks and inspections while on the installation. Entry into restricted/controlled areas is prohibited unless otherwise authorized. In the event of a situation on base, the Emergency Mass Warning Notification system may be activated. Personnel must follow the directions given. To help familiarize contractors about antiterrorism, all contractors possessing a valid

CAC card are required to complete Antiterrorism Level 1 Training (initially and annually thereafter) and personnel without a CAC card are highly encouraged to complete Antiterrorism Level 1 training. GAFB has an antiterrorism binder with all the pertinent information for awareness training available for review at the Pass and Registration Office located at the Visitor Control Center (VCC) Bldg. 3005. Also, if needed, the installation Antiterrorism Program Manager (ATPM) may be contacted at 325-654-3527.
