FA303025Q0040 - F-16 Ground Instructional Training Aircraft Relocation Questions & Answers
1. Are any special transportation permits or police escorts required for moving the aircraft between the two bases?
- Potentially, yes. It depends on the route and if the F-16 is an Over-dimensional load once loaded up. If transportation permits or escorts are required, it is the contractor's responsibility to coordinate and obtain these in advance.
2. Is the contractor expected to provide all heavy equipment (cranes, forklifts) for both disassembly and reassembly, or will any base support be available?
- Yes, the contractor will provide all heavy equipment. Section 1.1 “…The work under this contract requires the Contractor to provide all labor, equipment, tools, transportation, supplies, supervision, materials, and incidentals necessary for providing all work as stated in this Statement of Work.”
3. Will military personnel be present or required during the disassembly and reassembly process?
- No, not required but may be present.
4. Are there any legal or safety restrictions concerning the movement of specific aircraft components?
- Other than customary safety practices, no. The contractor will also be given a DD Form 1149, Requisition and Invoice/Shipping Document at Sheppard AFB to perform the disassembly and transportation portion.
5. Would it be possible to coordinate a site visit to Sheppard AFB to assess the aircraft before submitting our proposal?
- A site visit is not offered for this requirement. Pictures will be attached to see left and right side of aircraft.
6. What specific documentation or security requirements will our personnel need to meet to access both Sheppard and Goodfellow AFB?
- Visitor pass will be issued to each contractor member for Sheppard, must have or meet Texas Real ID requirements, background checks will also be conducted.
- They will ask for Name, DOB, State/DL#, Dates of Entry, and Days/Hours needed. If anyone has a prior felony, they will not be allowed on the base.
See Section 1.5 of SOW for more information.
7. Are there any specific licenses or credentials required for the driver(s) transporting the aircraft components, beyond the standard access and background checks?
- Must be valid driver’s license for vehicle operated and no active warrants and must pass background check.
8. Do you have any pictures of the aircraft in its current state?
- Yes, a left and right-side picture are attached below.
9. Is there a chance that the performance date can be extended until late December ‘25 early January ’26?
- The Government is requiring completion of performance no later than 60 calendar days from date of award.
10. Please confirm whether or not the airframe has been previously disassembled, specifically whether or not the wings have been removed.
- No, it flew into Sheppard AFB on its last mission years ago and turned into a trainer.
11. Please confirm what type of training the airframe has been/will be used for. I.E.
Electronics servicing, mechanical repairs, battle damage repairs, hydraulic and fuel systems repairs.
- The F-16 Trainer will allow the DoD Fire Academy's Fire Protection Apprentice Course with an average of 1.6K joint firefighters per year the ability to perform hands-on Aircrew Rescue and Aircraft Shutdown procedures on a fighter aircraft. Along with knowledge of hazards and allowing them to follow procedures for showing how to do the next few steps, like shutting down the engine, checking for EPU activation, engaging the fire bottles, pinning the ejection seat and other components, then physically rescuing and removing the pilot.
- Must be re-assembled, no cutting of wires, cables, structure etc….
12. Please confirm what, if any, permits are required for concrete work.
- Contractor will need to obtain an AF103 Work Permit before beginning work. No permits specifically required to concrete.
13. SOW section 1.5.4. Please confirm that the background check requirement includes truck driver/drivers, crane operators, concrete contractor and staff, etc.
- Sheppard/Goodfellow AFB requires all members of the team to be vetted through Security Forces regardless of existing credentials because members are operating under contract.
14. Please confirm the estimated duration to process the required background checks.
- On the spot, usually 30-45 mins for the team. Pending any issues, if the team has known issues, we recommend replacing team members ahead of time. Info is requested at least 24 hours ahead for Security Forces to process passes ahead of time.
15. Please confirm that the CAC card referenced in SOW section 1.5.10.1 is not a requirement but rather a suggestion.
- While some potential vendors may already possess a Common Access Card (CAC) it is not required to have one for this requirement
16. Please confirm that “From date of lead time event to completion of performance 60 Calendar Days” under the Delivery or Performance section of the Solicitation Document means 60 days to complete work after all planning, coordination and approval of submittal documents.
- The period of performance is 60 calendar days from date of award to completion of all performance requirements. This period includes all planning, coordination, and performance actions.
17. SOW section 1.2.1.2. Please clarify what types and quantities of fluids are anticipated needing to be drained and whether or not any fluids could constitute a HAZMAT situation.
-Residual standard fluid from USAF Aircraft, this is common to all aircraft and petroleum/fuel-based systems. Team/Contractor needs to be familiar with fuel, oils, and hydraulic fluids, recapturing and disposal.
18. Please confirm whether the contractor or the AFB is responsible for managing any HAZMAT situation. a. If contractor is responsible for HAZMAT handling, please provide all AFB requirements for safely disposing of hazardous materials.
- Contractor is responsible for all HAZMAT situations, must have HAZMAT response kit and able to respond to said issues if it arises, to include disposal, Texas State Laws as well as a AF requirements. It is the responsibility of the contractor to research and know these limitations and requirements.
19. Please confirm whether or not any fluids drained during disassembly need to be replaced during reassembly.
- The F-16 has been drained of all Hydrazine. Hydraulic fluid remains in the landing gear in the downward and out position to hold the aircraft. Other locations that hydraulic fluid may be present are during the wing disassembly. The fluids in the wings would not have to be replaced.
20. Please confirm whether or not there may be fluids or gases present within the aircraft that may not need to be drained but personnel should be aware of. I.E Hydrazine
- The F-16 has been drained of all Hydrazine. Hydraulic fluid remains in the landing gear in the downward and out position to hold the aircraft. Other locations that hydraulic fluid may be present are during the wing disassembly.
21. SOW section 1.2.1.8. Please clarify, "The Contractor shall re-assemble F-16 components to the original, Non-flyable state, mechanical, functional, and cockpit operations configuration ensuring dimensions and specifications. Aircraft structural and systems integrity must be maintained.". Does this mean that all systems, i.e.. fuel and hydraulic lines must be reconnected and secured with their mechanical locking systems? Do all attach hardware for components, such as wings and horizontal stabilizer attachment hardware, require cotter pins or safety locking systems reinstalled?
- The F-16 will be reassembled in such a way to be identical in nature to the aircraft that was picked up and transported.
22. Please confirm whether or not the engine is installed.
- The aircraft has a non-functional engine installed.
23. Please confirm if there is a requirement for any engineered and stamped submittal drawings such as rigging submittals for lifting the aircraft.
- Contractor is responsible for proper lifting and securing of this asset both loading and unloading. To include any research required for USAF F-16 aircraft lifting procedures.
24. Please confirm that the pyrotechnic ejection system has been made inert.
- All Explosive Cartridges within the ejection systems have been made inert/removed. The ACES II Ejection Seat is a Training seat without any type of ejection capability.
25. Please confirm whether or not aircraft technical data indicates the need for specialty tools beyond standard aircraft mechanic’s tool. a. If specialty tools are required please confirm whether or not they will be provided or please provide a comprehensive list of the specialty tools.
- Yes, specialty tooling is required to remove wings as well as horizontal (if horizontal is being removed). Tooling is NOT provided by the Government. Contractor is responsible for acquisition of all tooling general purpose as well as specialty.

26. SOW section 1.2.1.8. Please confirm whether or not mechanical systems are currently functional and if not whether or not contractor will be responsible for repairs.
- This is a training aircraft with non-functional mechanical systems except the landing gear, that will still be needed to support the aircraft. If the landing gear gets damaged during transportation, that will be on the contractor to fix. Any damage while in the possession of the contractor that occurs will be the responsibility of the contractor
27. What are the specs and model for the specific aircraft?
- It’s an F-16 model
28. Is it just the shell? i.e.
- As indicated earlier, this is a complete non flyable aircraft used for Aircraft Maintenance Training, it is more than a Shell and retains nearly the full weight of an active aircraft.
Are fuel tanks emptied and purged?
Gravity drained only, contractor is responsible for any residual fluids and HAZMAT spill containment/mitigation and disposal.
Is the engine removed?
No Are hydraulics removed?
Hydraulic systems are still installed and may contain fluids in systems.
29. In para. 1.2.1.8. it states that crane/ forklift is required for reassembly. Is one provided at disassembly, or do we need to coordinate the crane?
- No, the equipment required is not provided by the Government. Yes, the contractor must provide all heavy equipment. Section 1.1 “…The work under this contract requires the Contractor to provide all labor, equipment, tools, transportation, supplies, supervision, materials, and incidentals necessary for providing all work as stated in this Statement of Work.”
30. If we find corrosion, are we required to repair it?
- No, please document it and give the report to the Government Delivery POC
31. Do you provide consumable hardware?
- No
32. If not, does it have to be F-16 part numbers specific or generic parts?
- Yes, F-16 specific part numbers.
33. What type of pavement is currently installed where the tiedowns will be located?
Is there any knowledge of existing pavement thickness? Will the piers be required for this project if asphalt is the existing pavement?
- Existing pavement is 6-8” PCC reinforced with #4 Rebar @ 15” on center each way.
34. For bonding in static soil- who will determine the necessity of ground rod installation? Will GAFB provide material and an electrician for grounding installation if needed?
- Grounding rod has been determined not required
35. Will contractor or GAFB provide the anchoring eyes that are to be set in the concrete, or do I they provide this material?
- Contractor will provide all necessary material.
36. Will there be any general/special inspections necessary throughout the project?
- Team will be supervised throughout the effort at Sheppard/Goodfellow AFB and routine conversations with the team lead is expected as updates and all parties included when/if issues arise.
37. Will GAFB provide material testing?
- Material testing not provided by the Government
38. Are there any equipment/vehicle restrictions in the project workspace?
- There is not a flightline pass but vehicles need to be suited for the effort, legal, registered…. etc. and not cause damage to Sheppard or Goodfellow AFB. Goodfellow AFB can set up a staging area for vehicles if coordinated with 312th TRS ahead of time for drop off and re-assembly.
39. What requirements will be in place for worksite protection and dimensions I.e.
perimeter fencing, cones, etc
- Sheppard is a secure base and we do not require any fencing etc for contractor worksite, area on Sheppard is separated from the general base populations and will take place on our Dmil Site area.
- For drop off and re-assembly, Contractors can set up cones to determine worksite perimeter in coordination with the 312th TRS @ Goodfellow AFB.
40. Are there any GAFB specific required PPE for personnel?
- A Hard Hat
41. Will expansion joint with snap cap be required on bordering edges of pavement?
- Expansion joints required for bordering edges of pavement, but snap cap is not a requirement.
42. What mix design specifications will be required for the new concrete?
- Recommend a minimum of 4000psi concrete.
