About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the major overhaul and repair of F-16 Data Entry Display (DED) units. The contract will cover a complete tear-down and rework/replacement of four specific DED Sub Replaceable Units (SRUs), including components such as the chassis, tray, head, and power supply. Potential sources must meet stringent Repair Qualification Requirements (RQR) and AFMCI 23-113 standards, demonstrating the ability to obtain certified replacement parts and handle repair quantities efficiently. The evaluation will use Lowest Priced Technically Acceptable (LPTA) procedures, with price being the primary factor between approved sources. The government anticipates releasing the full solicitation by early April 2024, with proposals due by July 2, 2024, and intends to award a single contract to the lowest-priced, technically compliant offeror.

This is a full and open competition with no specific set-aside designations, and the government does not currently possess special test equipment for DED repair. While no specific incumbent is mentioned, the contract will be firm fixed-price and structured to accommodate recurring but undefined quantities over the five-year period. The solicitation (FA8251-24-R-0008) covers repair services for multiple NSN-identified components, including part numbers like 10-01125-08, 10-01126-07, and others specific to the F-16 DED system. The contract will be managed through the Air Force Sustainment Center, with delivery orders issued as requirements generate. Potential contractors must demonstrate technical capability, including electrostatic discharge control, corrosion management, acceptance testing, and compliance with Item Unique Identification (IUID) marking requirements.
