About this file
This document is a solicitation (FA8251-24-R-0008) for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the repair of F-16 Data Entry Display (DED) units. The government is seeking qualified sources capable of providing all labor and parts/materials necessary to overhaul the DED assemblies, which include the chassis, tray, and head. Key DED components include the DED computer sub-replaceable units (SRUs) such as the power supply and electronic components.
The solicitation includes detailed repair qualification requirements and technical data to establish competitive sources. Potential offerors must certify they can obtain certified replacement parts and handle the quantity of repairs in a timely manner. The contract will be firm-fixed price, with funded delivery orders issued as requirements generate. Proposals are due by July 2, 2024, and the government anticipates recurring requirements over the 5-year ordering period, though exact quantities are undetermined. This is a full and open competition, with no set-asides specified.

DCMA Quality Assurance Representatives (QARs) will not approve or sign the DD1348-1, but will ensure a DD1348-1 is included with each returned asset. If a DD1348-1 is not included with each returned asset, DCMA will not sign the receiving report (DD250).
This is a 5year Indefinite Delivery Indefinite Quantity (IDIQ) type contract for the repair of F16 Data Entry Display (DED) Repairs. Contractor will be required to provide all labor and parts or other materials and equipment necessary to accomplish the effort. Contract will be firm fixed price. Funded delivery orders will be issued and assets provided to the awardee as requirements generate.

Task orders from this basic will run concurrently. FAR 52.216-19 shall be reviewed and contested or agreed to in order to prevent the Government from ordering more than the contractor's capacity to handle task orders concurrently.
FAR 16.504(a): The Government anticipates recurring requirements but cannot predetermine the precise quantities of supplies or services that it will need during a definite period (see FAR 16.504(a)(1).
DFARS 252.215-7008 will apply. When certified cost or pricing data is required the offeror and associated subcontractors shall certify to the Quantities herein.
Failure of the Government to purchase such items in the amounts or quantities described in the schedule will not entitle the contractor to any equitable adjustment in price.
