About this opportunity

The Defense Logistics Agency Aviation is procuring two Data Display Groups (NSN 5895-01-593-8172) for F-16 aircraft under a Foreign Military Sales case. The acquisition is restricted to two qualified sources: Blue Aerospace (CAGE 1WZW9) and Radiant Power (CAGE 55300), both offering manufacturer part number 19450-01. Offerors must comply with extensive requirements including supply chain traceability documentation, military packaging and marking per MIL-STD-2073-1E and MIL-STD-129R, Unique Item Identification marking per MIL-STD-130, Buy American Act compliance, and DFARS clauses on safeguarding covered defense information and export controls. The contract is rated DO:A1 under the Defense Priorities and Allocations System, and payment will be processed through Wide Area Workflow with electronic invoice submission required. Quotations are due by April 6, 2026, with the posting date of March 4, 2026.

This is a non-set-aside procurement limited to the two identified qualified sources. The requirement is for delivery by April 30, 2028, to ship point DJUE00. The RFQ requests range pricing for 1-2 units, 3-4 units, and 5-10 units to accommodate Foreign Military Sales customer volatility. Offerors must maintain firm pricing for 120 days and submit proposals including production lead time data, as the Government intends to negotiate an updated Required Delivery Schedule based on supplier capabilities. The acquisition includes comprehensive Statement of Work requirements covering preservation, packaging, and marking standards, specialized handling for electrostatic discharge-sensitive components, and hazardous materials compliance for international shipment. Performance will be conducted at the manufacturer's facility, with items requiring standard inspection at origin prior to shipment to the designated DoD receiving location.
