About this opportunity

The Defense Logistics Agency Aviation seeks quotation for one unit of an F-16 Power Distributor Panel (NSN 6110-01-465-1084), with quotations due November 14, 2026. This is a 100% small business set-aside restricted to three pre-qualified sources: Interconnect Wiring Harnesses, Inc., Polytronix, Inc., and Richard Manufacturing Co.

Place of performance is at the contractor's facility with delivery required on or before February 29, 2028 to DKS005. The NAICS code is 335312, Motor and Generator Manufacturing; PSC is 6110, Electrical Control Equipment.

Qualification prerequisites are mandatory: potential offerors must submit a qualification test plan to the 416th SCMS/GUEAA, conduct testing with 90 days' advance notice, provide a pre-contract award qualification article for form, fit, and function evaluation, and achieve certification within an estimated 180-day timeline at estimated cost of $3,500. Manufacturing must comply with ESA-approved engineering specifications, Lockheed Martin drawing 16E2505-841, MIL-STD-2000 or equivalent aircraft soldering standards, and MIL-STD-130 unique identification marking. An Air Force Airworthiness Advisory (M-05-01) mandates continued use of leaded solder with written compliance certification required. A comprehensive Counterfeit Prevention Plan compliant with DI-MISC-81832 and SAE 5553 is mandatory, including supplier management, testing and verification, configuration traceability, 30-day incident reporting, and personnel training for procurement, supply chain, receiving inspection, and engineering functions. All deviations from control drawing specifications require prior cognizant engineering activity approval.

The acquisition is firm fixed-price with prices held firm for 120 days. The Government requests range pricing for quantities 1–2, 3–4, 5–10, 11–15, and 16+ units to accommodate volatile FMS demand. Delivery is FOB Origin with inspection and acceptance at origin. Contractors must hold CMMC Level 1 certification, comply with MIL-STD-2073-1E and MIL-STD-129R packaging and marking standards, retain supply chain traceability documentation for ten years, and submit invoices through Wide Area WorkFlow.
