About this opportunity

The Air Force Lifecycle Management Center at Wright-Patterson Air Force Base is conducting market research on F-15 Infrared Search and Track (IRST) modernization capabilities, with responses due July 27, 2026. This is a Sources Sought Synopsis for planning purposes only and does not constitute a solicitation or commitment to contract.

The Government seeks qualified contractors capable of four distinct capability areas: procurement, retrofitting, and interim repair support for Legion IRST Pods in 2.0, 2.5, and 2.5+ configurations; logistical support, non-recurring engineering, program management, and retrofit integration support; procurement and delivery of componentry including Infrared Receivers, processors, Advanced Data Link Radios, wiring harnesses, pod bodies, and retrofit materials; and development and delivery of technical data and computer software.

Technical responses must address manufacturing or procurement of IRST pods with acceptance testing and environmental stress screening, interim repair services, production of Line-Replaceable Units and componentry, retrofit of existing IRST 1.0 pods to newer configurations, and supporting non-recurring engineering and program management. Respondents must detail their ability to obtain necessary technical data and software, particularly from the Original Equipment Manufacturer, provide timelines with risk assessment for each requirement line, identify production asset procurement timelines and throughput capacity, and indicate any immediately available on-hand inventory.

Responses are limited to 10 pages maximum in Adobe Acrobat format with minimum 12-point font. Submissions must include company information, CAGE Code, point of contact details, and business classification. Potential small business set-aside consideration requires demonstration that two or more small business prime contractors can perform at least 50 percent of the effort. Submit responses electronically to Ashton Kiplinger at ashton.kiplinger@us.af.mil by July 27, 2026 at 5:00 PM EST.
