About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is conducting market research to identify sources capable of supporting F-15 Data Transfer Module II and MITR DVR hardware manufacturing and logistics, with responses due by August 2, 2026. This is a sources-sought synopsis, not a formal solicitation, and acquisition strategy has not been determined; market research results will guide whether this becomes full-and-open, small-business set-aside, or sole-source.

The Air Force seeks capability in six distinct areas: build-to-print manufacturing and testing of DTM II Removable Memory Modules; contractor logistics support or depot-level maintenance for DRMM units; contractor logistics support or depot-level maintenance for DTM II Remote Receptacles (Part 4883-01000-15-101) and Docking Stations (Part 4883-03000-15-101); contractor logistics support or depot-level maintenance for the Modular Instrumentation Traffic Analysis Point Recorder DVR (Part 1145-0300-RX); procurement and delivery of DRRs, Docking Stations, and Interface Adapter Kits; and procurement and delivery of MITR DVRs. Work is performed at Wright-Patterson Air Force Base.

Responses must be submitted electronically to Ashton Kiplinger (ashton.kiplinger@us.af.mil) and are limited to 12 pages, single-sided, 8.5" × 11", in Adobe Acrobat format with 12-point minimum font. Respondents must provide company information, capability matrix, Quality Management System description with strong preference for AS9100 certification, detailed operational descriptions, production throughput capacity estimates, past performance examples, and business classification per NAICS 334418 (Printed Circuit Assembly Manufacturing). The Government will not reimburse response preparation costs.
