PURPOSE:

This notice is part of Government Market Research, a process for obtaining the latest information on the ‘art of possible’ from industry with respect to their current abilities. All company proprietary information contained in the response shall be separately marked and properly protected from unauthorized disclosure. The Government will not use proprietary information submitted from any one firm to establish the capability and requirements for any future systems acquisition so as to not inadvertently restrict competition. Any material that is not marked proprietary will be considered publicly releasable.

THIS IS A SOURCES SOUGHT SYNOPSIS (SSS) ONLY. This SSS is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Sources Sought Synopsis does not commit the Government to contract for any supply or service whatsoever. The intent of this notice is not a request for competitive proposals. Information received as a result of this notice will be considered solely for the purpose of determining the appropriate acquisition type for the procurement. A determination by the Air Force not to open the requirement to full and open competition, based on response to this notice, is solely within the discretion of the Air Force. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SSS; all costs associated with responding to this SSS will be solely at the interested party’s expense. Not responding to this SSS does not preclude participation in any future RFP, if any is issued. If a competitive solicitation is released, it will be synopsized on The Government Point of Entry (https://sam.gov) It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

OBJECTIVES / BACKGROUND:

The primary objective of this Sources Sought Synopsis (SSS) is to identify responsible, qualified sources and interested industry partners capable of meeting the Air Force's requirements for the F-15 E/EX/FMS platforms. The Government is seeking qualified contractors to provide comprehensive manufacturing and procurement services under a robust, established Quality Management System (QMS) and proven, production-ready solutions to provide one or more of the following capabilities:

1. Build-to-print manufacturing and testing for DTM II Removable Memory Modules (DRMM) units.

2. Contractor logistics support and/or depot level maintenance for DRMM units

3. Contractor logistics support and/or depot level maintenance for DTM II Remote Receptacles

(DRR) (Part # 4883-01000-15-101) and Docking Stations (Part # 4883-03000-15-101)

4. Contractor logistics support and/or depot level maintenance for Modular Instrumentation Traffic

Analysis Point Recorder (MITR DVR) (Part #1145-0300-RX)

5. The procurement and delivery of DRRs ((Part # 4883-01000-15-101), Docking Stations (Part #

4883-03000-15-101), and Interface Adapter Kits (IAK) (Part # 4883-03007-15).

6. The procurement and delivery of MITR DVRs (Part #1145-0300-RX)

Additionally, this market research aims to assess industry production throughput capacity and the ability to meet an immediate need for these supplies and services.

OPERATIONAL SCENARIO:

The subject equipment will be installed on the F-15 E/EX/FMS variants aircraft and will replace the legacy equipment. The DTM II system provides an interface between the aircraft and ground station support systems. The DTM II consists of two primary subcomponents: DTM II Remote Receptacle (DRR) and DRMM. The Docking Station is an off aircraft support equipment used to upload mission data to the DRMM. The DRR permanently resides in the cockpit of the aircraft and allows aircrew and maintenance personnel to easily insert and remove DRMMs as appropriate to transfer data to and from the aircraft to meet mission objectives and maintenance actions. DRMMs will be utilized to move data between ground stations and the aircraft. The DRMMs will consist of distinct but physically interchangeable memory modules for both Maintenance and Operational use. The MITR DVR records video and is used for playback and debriefing.

• The Operations DRMM is used to store and transfer mission-related information, which may be classified, between the Joint Mission Planning System (JMPS) and the aircraft.

• The Maintenance DRMM is used to store and transfer maintenance-related information between the Fully Automated Debrief Station (FADS) and the aircraft.

• The MITR DVR has its own, distinct DRMM for storage and transfer of video data.

INSTRUCTIONS TO RESPONDENTS

Interested parties should provide capabilities, qualification statements, and examples that demonstrate their ability to satisfy the requirements detailed in the REQUIREMENTS paragraph of this announcement. The Government recognizes that vendors may not possess all capabilities in-house. An inability to meet every area described in this notice would not necessarily preclude a company from future selection or participation. The Government highly encourages responses from vendors capable of fulfilling any portion of these areas. This market research is vital for determining the final acquisition strategy, including identifying potential prime/subcontractor teaming arrangements. Responses must include the chart below and clearly identify how each requirement will be addressed using the following categories:

• Current In-House Capability: The vendor currently possesses the facility/expertise.

• Future In-House Capability: The vendor has a concrete plan to bring the capability in-house

(provide timeline).

• Third-Party / Subcontractor: The vendor will utilize an established partner, subcontractor, or

OEM (provide details).

• Cannot Meet: The vendor currently cannot meet the requirement.

G) Firms responding to this announcement should indicate whether they are an other than small business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), economically disadvantaged women-owned small business (EDWOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historically Underutilized Business Zone small business (HUBZone). The North American Industry Classification System (NAICS) code for this action is 334418. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. Note that the NAICS code for this requirement, if applicable to the company’s capabilities, should be included in the company’s NAICS code listing in SAM.

The acquisition strategy has not yet been determined. Market research results will assist the Air Force in determining whether this requirement will be a full and open, a small business set aside, or a sole source acquisition. Note that, if there is sufficient demonstrated interested and capability among small business contractors, a key factor in determining if an acquisition will be a Small Business Set-Aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in the Revolutionary FAR Overhaul (RFO) clause 52.219-14, Limitations on Subcontracting. If it is determined that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used.

Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.

If this effort is not set-aside for small business, small business utilization will be considered. Request that large and small businesses provide a reasonable expectation for small business utilization as a percent of total contract value. Please provide supporting rationale for the recommended percentage.

Reponses to this SSS must be submitted no later than Sunday, August 2nd at 5:00 PM EST, and shall be transmitted electronically to Ashton Kiplinger at ashton.kiplinger@us.af.mil.
