About this opportunity

The Department of the Air Force Air Mobility Command, specifically the 60th Security Forces Squadron at Travis Air Force Base, is seeking two handheld explosive trace detection (ETD) devices to enhance base security and comply with DAFI 31-101 guidelines for Commercial Vehicle Inspection (CVI) access points. These devices are intended to supplement existing K-9 explosive detection capabilities and provide comprehensive screening for commercial, delivery, and contract vehicles entering the installation. The Sources Sought notice is designed to identify potential small business vendors capable of supplying sophisticated detection equipment that can screen for various explosives and drugs, including nitroaromatics, nitramines, and substances like fentanyl, heroin, and cocaine. Interested respondents must submit specific business information to the listed points of contact, including business name, representative contact details, CAGE Code/UEI number, business type, and socioeconomic status. The pre-solicitation notice is informational and does not commit the government to a contract, with responses due by April 22, 2025.

The procurement is set aside as a Total Small Business opportunity, with specific focus on small business subsets including Small Disadvantaged Businesses, HUBZone Firms, Certified 8(a) businesses, Service-Disabled Veteran-Owned Small Businesses, and Woman Owned Small Businesses. While no specific award value is disclosed, the solicitation targets vendors in the NAICS category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The quantity requirement is precisely two handheld ETD devices, which will be used to provide a critical layer of defense against explosive threats at the installation. All costs associated with responding to the Sources Sought notice will be at the respondent's expense, and not responding does not preclude potential participation in future Request for Quotation (RFQ) processes. The procurement aligns with the Air Force's ongoing efforts to maintain rigorous security protocols and enhance detection capabilities at military installations.
