About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division and Atlantic Oceanographic and Meteorological Laboratory (AOML) are conducting market research to identify sources capable of providing Expendable Bathythermograph (XBT) Probes and related equipment. This sources sought synopsis is designed to preliminarily assess potential contractors' capabilities for a new contract supporting NOAA's XBT Network. The requirement focuses on procuring specialized oceanographic measurement devices, specifically XBT and XCTD probes capable of measuring temperature and conductivity profiles at various ocean depths. Potential vendors must be within the NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 600 employees or fewer. Interested vendors are required to respond through the provided Sources Sought link, understanding that this is a market research exercise and not an actual solicitation for proposals.

The anticipated contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) with firm fixed price orders, covering a performance period from July 1, 2025 to June 30, 2030. The contract will require delivery of specific XBT probe models, including Deep Blue XBT Probe and T-5 Fast Deep Probe, with delivery completion expected within 6 months of order receipt. Shipping will be to the AOML Facility in Miami, FL, utilizing FOB Destination for local deliveries and FOB Origin for other locations. The probes must meet stringent technical specifications, including precise temperature measurement capabilities, vertical resolution, and compatibility with automatic probe launchers and Ethernet systems. While no specific award value is mentioned, the comprehensive technical requirements and five-year performance period suggest a potentially significant procurement opportunity for qualified manufacturers of oceanographic measurement equipment.
