Update #4 · Latest ·

We are canceling solicitation W911QY-19-R-0003, which was originally listed as W911QY-18-R-0018, due to numerous issues that have been brought to our attention during the question period that ended last week. Most of the questions were specifically about the drawing package that was provided. It has been brought to our attention that there are numerous missing drawings, some circular references within the drawings, instances of the BOM not matching the drawing, as well as some references that conflict from one drawing to the next.
We are canceling the current solicitation and conducting a thorough internal review of the drawing package. Once we have confidence that any necessary updates have been made and all drawings are put together we will repost a new solicitation. We are working to make this happen as soon as possible but do not have a set time frame in which the new solicitation will be posted. Our current goal is to repost in December.
We have answered some of the questions received in Amendment 0001, which was posted on 01 November 2018. Some additional questions received are listed below with answers. If there are other questions, they may be submitted / resubmitted once we post a new solicitation along with a new period of time to submit questions.

1. Numerous drawings were identified as not being supplied in the TDP, lacking drawings for included parts, the BOM not matching the drawing, or conflict between BOM Tree and BOM on the drawing:
Answer: Several of the identified drawings were provided as part of Amendment 0001 to the solicitation. The TDP will be further updated to include all identified drawings prior to a new solicitation being posted.

2. In looking over the most recent update to the TDP, and also the packout list, the ECU (9-2-4830) is listed as follows in TDP -> ASSEMBLY, ECU MODIFICATIONS, ETS LAUNDRY, 9-2-4830. It is a circular reference and thus no ECU drawing is given showing what is the base commercial ECU and what modifications are required. All the rest of the ECU references seem good at this time, just this one. Can you advise?
Answer: Dwg. 9-2-4830 will be added to the updated TDP prior to a new solicitation being posted.

3. Assembly number 9-2-4880 and 9-2-9007 are almost identical in the ETSSLS_Attachment_0001_Drawing_Package_TDP_9-2-0356. The assembly numbers share the same drawings, part numbers and information, except the 9-2-9007 includes the make up air filter. Which assembly is correct for this project?
Answer: Assembly 9-2-9007 with the air filter is used in two places on one side of the container, whereas the assembly without the filter 9-2-4880 is intended to be used as the cover for the dryer duct exhaust. It is the same assembly, but the filter is not installed to prevent fouling with lint. Original dwg. 9-2-4845 in the TDP will be updated prior to a new solicitation being posted.

4. Assembly number 9-2-4769 is listed in the BOM in the ETSSLS_Attachment_0001_Drawing_Package_TDP_9-2-0356. The assembly number is found in the BOM but not found inside any assembly drawings. Is the assembly still utilized?
Answer: This assembly is not utilized, as the expansion tank is now mounted to the Channel Support, Dryer Bracket, dwg. 9-2-4879. Dwgs. 9-2-4769 and 9-2-4770 will be removed from the updated TDP prior to a new solicitation being posted.

5. ETSSLS_Attachment_0009_Data_Plate_UID_Supplemental_9-2-3069 - "NOTE 1" lists Material "Z-Ensure Label" cannot be found, can you confirm label material?
Answer: Attachment 0009 should state the material as "Z-Endure 8000T". This drawing will be updated prior to a new solicitation being posted.

6. ETSSLS_Attachment_0009_Data_Plate_UID_Supplemental_9-2-3069 - "NOTE 1" lists White Ink, what is the color of the label material?
Answer: The material will be black resin.

7. ETSSLS_Attachment_0001_Drawing_Package_TDP_9-2-0356. Will there be a point to point wiring diagram provided for the container drawing number 9-2-4724 for the distribution box.
Answer: No additional wiring diagrams will be provided.

8. Section C, Par. C.3.2.1.4: What are the requirements for the HVAC unit in the ETSSLS?
Answer: Friedrich EQ08N11 identified in dwg. 9-2-4830, which will be added prior to a new solicitation being posted.

9. For Section B, Item No. 0008 - Shipping: How should the offeror price Line Item 0008? For example, should this amount reflect the maximum estimated shipping cost for one ETSSLS unit anywhere in the continental United States, or some other amount?
Answer: This line item is Undefined. The Government intends for the eventual contractor to price shipping at the time of order, once the final destination for the ETSSLS is known. This is no requirement or desire for the offerors to estimate shipping costs at this time.

10. The Contract Master Schedule, Delivery Schedule dates are not clear as stated. (Section L.10.3.5) Do you anticipate separate Delivery Orders for individual CLINs? The Delivery Schedule as stated does not seem possible if ITEM NO. 0001, 0005 & 0006 are issued on the same Delivery Order. Please clarify.
Answer: Prior to issuing delivery orders for ETSSLS units against CLINs 0005 and 0006, First Article Test (FAT) shall be completed. The Government will issue an initial order for the FAT. Subsequent orders for ETSSLS units against CLINs 0005 and 0006 will be issued pending successful completion of the FAT.

11. The following items are listed on Attachment 2, Equipment Pack-Out List & Attachment 6, Contingency Spares List, but the drawings have not been provided. Please provide drawings or additional product details for the following:
9-2-9024 Assembly, Wall Mount Heater, ETS Laundry
9-2-4830 Assembly, ECU Modifications, ETS Laundry, 9-2-4830
9-2-9161-2 Waste 3K Zipper Top ETS (3425 PWT)
9-2-911-1 Source 3K Sipper Top ETS (3425 PWT)
5340-01-641-0974 Ceiling Lift Poles
9-2-4829 AC Shelf, ETS Laundry
3040-01-387-4048 Tricon/Bicon ISO Coupler, Longitudinal Rotatable Shaft, Dual Actuator, Case Steel, Black Color
9-2-4821 78" x 24" Packout Shelf, Center, ETS Laundry

Answer: The TDP will be updated prior to a new solicitation being posted. 5340-01-641-0974 and 3040-01-387-4048 are part numbers. P/N 5340-01-641-0974 is provided as part of the GFE container.
