ETSSLS Solicitation W911QY19R0003 Questions & Answers
1. Section B, CLINs 0001, 0005 and 0006: In Section B, these 3 CLINs are FOB Destination, but in Section E these three CLINs are listed as FOB Origin. Which is correct?
Answer: FOB Destination is correct, as is Inspection and Acceptance at Origin for CLINs 0001, 0005 and 0006. Shipping is required during the performance of the requirement. However, these costs cannot be accurately forecast at this time due to the uncertainty of where the finished units may be required. Therefore, shipping will be negotiated at the Delivery Order level when shipping destinations are known.
CLIN 0008 has been added to the solicitation to support shipping costs against individual delivery orders.
2. Section C, Par. C.6.2: Is an onboard water heater required or will hot water be supplied to the
ETSSLS?
Answer: There is no requirement for a water heater. Par. C.6.2 refers to the connection for hot water supply.
3. Section C, Par. C.7.3: Why is the Contractor required to paint the containers with CARC when the containers are GFE that will be supplied with either green or tan CARC paint already applied?
Answer: GFE containers will be provided pre-painted with CARC. Par. C.7.3 specifies the requirement for any CARC touch-up painting required after ETSSLS manufacture.
4. Section C, Par. C.8.3: What are the requirements of the “Army Two Level maintenance system”?
Answer: Par. C.8.3 refers to Army Regulation 750-1 (Army Material Maintenance Policy) and Department of the Army Pamphlet 738-750 (Functional Users Manual for the Army Maintenance Management System (TAMMS)). Copies of AR 750-1 and DA PAM 738-750 are attached to the solicitation as Attachments 0012 and 0013.
5. Section C, Par. C.9.4.1: Since the ETSSLS is a build-to-print design, why is the Army requiring the Contractor to verify erect and strike cycles?
Answer: The contractor is not required to verify erect and strike cycles, as the design has previously been verified in formal testing. However, per par. C.9.1, the contractor may be required to verify erect and strike times if there are recommended design changes over the course of the contract.
6. Section C, Par. C.9.4.2: Since the ETSSLS is a build-to-print design with GFE containers, why is the Army requiring the Contractor to design a workspace?
Answer: The contractor is not required to design a workspace, as the design has previously been verified in formal testing. However, per par. C.9.1, the contractor may be required to meet the workspace requirement if there are recommended design changes over the course of the contract.
7. Section C, Par. C.9.4.3: Since the ETSSLS is a build-to-print design, why is the Army requiring the Contractor to conduct noise tests?
Answer: The contractor is not required to conduct noise tests, as the design has previously been verified in formal testing. However, per par. C.9.1, the contractor may be required to meet noise test requirements if there are recommended design changes over the course of the contract.
8. Section C, Par. C.10.1: Since the ETSSLS is a build-to-print design, why is the Army requiring the Contractor to implement a System Safety program?
Answer: The contractor will not be required to implement a System Safety program. Par.
C.10.1 has been removed from the solicitation.
9. Section C, Par. C.11.5: How frequently will the Army provide the GFE containers to the Contractor and in what quantities and intervals?
Answer: The delivery of GFE containers to the prospective contractor will be dependent on unit deployment rotations, unit requirements, and funding. At this time the government does not have a schedule for planned deliveries of GFE containers.
10. Section J, List of Documents: Is it possible for the Army to provide Attachment 0011 (Past Performance Questionnaire) as a writeable PDF or Word document? This will help facilitate responses from our references.
Answer: Not at this time.
