About this opportunity
The Department of the Air Force seeks replacement components for the Expeditionary Airfield Lighting System C-Model (EALS-C), with quotations due August 6, 2026 at 2:00 p.m. Central Time and questions due July 29, 2026. The procurement is a 100 percent small business set-aside, restricted to AVLITE-branded components manufactured by SPX Aids to Navigation, LLC to ensure compatibility with existing systems operated by the 801st RED HORSE Training Squadron.
Place of performance is Tyndall Air Force Base, Florida. The requirement covers one lot of 21 line items including threshold lights, runway marker lights, base and coupling assemblies, controllers, battery boxes, light heads, solar panels, LED arrays, cables, connectors, switches, and repair kits, with vendor responsibility for freight and delivery. Delivery is required within 120 calendar days from award. NAICS code 335132 applies with a small business size standard of 600 employees; PSC code is 6210.
FAR Subpart 12.6 governs this commercial items procurement. The nonmanufacturer rule (FAR 52.219-33) does not apply. Evaluation uses two factors: technical capability to meet Government requirements and price, with award on an all-or-none basis for the single lot. Contractors must demonstrate technical capability through evidence of ability to meet or exceed requirements; specific documentation formats are not prescribed. Quotations must be submitted electronically to Contract Specialist SrA Nathaniel J. Cordova (nathaniel.cordova.1@us.af.mil) and Contracting Officer Karl Deffert (Karl.Deffert.1@us.af.mil) with subject line "FA481926Q0063 - Quote." An amendment issued July 27, 2026 corrected the NAICS code from 423610 and size standard from 200 to 600 employees, and clarified evaluation criteria language.
