About this file

This is a Memorandum for Record documenting a contracting decision to restrict competition to a single brand for a federal procurement.

The 325th Contracting Squadron at Tyndall Air Force Base issued this memorandum on 17 July 2026 regarding Purchase Request F4ATD16153AQ01 for Expeditionary Airfield Lighting System C-Model (EALS-C) components. The 801st RED HORSE Training Squadron currently operates EALS-C systems manufactured under the AVLITE brand, which is proprietary to SPX Aids to Navigation, LLC. The contracting officer, Karl M. Deffert (CIV, USAF), determined that competition must be restricted to AVLITE-branded components to ensure compatibility and proper fit and function with the existing systems already in use. The decision is justified on the basis that requiring specified end parts manufactured under the AVLITE brand meets the full mission requirements of the procurement, and that replacing the current existing systems would create unnecessary additional costs disadvantageous to the Government. The authority for restricting competition to one brand-name is cited as RFO 12.102(a). Questions regarding this memorandum should be directed to SrA Nathaniel Cordova at nathaniel.cordova.1@us.af.mil.
