About this file

This is a Questions and Answers document addressing clarifications for solicitation FA481926Q0063, an Air Force acquisition for Expeditionary Airfield Lighting System C-Model (EALS-C) replacement components. The document resolves six substantive inquiries from potential offerors regarding discrepancies and requirements.

Key clarifications include: (1) confirmation that the SAM.gov deadline of August 6, 2026, at 2:00 p.m. Central Time and NAICS code 335132 (Commercial, Industrial, and Institutional Electric Lighting Fixture Manufacturing) control; (2) confirmation that FAR 52.219-33 (nonmanufacturer rule) does not apply to this 100 percent small-business set-aside for proprietary SEALITE USA/AVLITE/SPX components; (3) delivery requirement of 120 calendar days from award; (4) confirmation that offerors must demonstrate technical capability through appropriate documentation at their discretion; (5) clarification that this is an all-or-none award of one lot covering all EALS-C components and freight; and (6) confirmation that evaluation will use two factors—technical capability and price—to determine best value to the government. An amendment was issued to resolve date discrepancies between the SF1449 form and SAM.gov posting and to remove placeholder language from FAR 52.212-2 to clarify evaluation criteria. Questions were due by July 29, 2026, and quotes are due by August 6, 2026.

Questions & Answers

1. Due date and NAICS conflict; The SF1449 Block 8 lists July 28, 2026, at 1:00 p.m., and Block 10 lists NAICS 423610. The current SAM.gov posting lists August 6, 2026, at 2:00 p.m. Central and NAICS 335132. Please confirm that the current SAM.gov date, time, and NAICS control and that an amendment or corrected SF1449 will be issued.

A: Valid Discrepancy, date and NAICS adjusted.

2. Nonmanufacturer Rule; Because this is a total small-business set-aside for exact proprietary SEALITE USA / AVLITE / SPX components under a manufacturing NAICS, please confirm whether FAR 52.219-33 applies, whether a class or individual waiver exists, and what manufacturer-size documentation the offeror must submit.

This procurement is under the SAT. Pursuant to FAR 19.104-3(e)(1), orders set aside to small business concerns must be assigned a manufacturing or supply NAICS code, AND, must be expected to exceed the Simplified Acquisition Threshold ($350,000.00). FAR 52.219-33 does not apply.

3. Required delivery; The SOW requires freight and delivery but does not identify the required delivery date or maximum lead time. Please provide the required delivery date or state the evaluation standard for proposed delivery.

This is covered in the RFQ, section F says “Delivery Schedule From date of lead time event to date of latest delivery 120 Calendar Days Date of Award Receipt”.

4. Technical submission; Please confirm whether a technically acceptable quotation must include a line-by-line part-number crosswalk, OEM technical literature, country-of-origin information, product-traceability evidence, warranty, and confirmation of backward compatibility.

It is the responsibility of the Contractor to evidence their Technical Capability to the best of their ability.

5. Award structure; Please confirm whether award will be all-or-none or whether partial quotations/awards by line item are permitted.

Section B Line Item 0001 clearly states, “Expeditionary Airfield Lighting System - C-Model Components & Freight in accordance with Statement of Work Attachment” and is stated as 1 Lot. It would be implied that the contractor would need to meet every requirement in this Lot to be acceptable.

6. Evaluation clause; SF1449 includes placeholder language within FAR 52.212-2, while the SAM.gov posting identifies technical capability and price. Please confirm the complete controlling evaluation factors and their relative importance.

The language is the same in both SF1449 and in SAM.gov, indicating Price and technical capability as metrics to determine best value to the Government. The SF 1449 does use place holder language but clearly states the two criteria, consistent with the SAM post. However, this language was removed in the SF1449 to mitigate confusion in the amended form.
