For example, a "Superior" rating in the Advancing the State of the Art factor would indicate a submission that will "exponentially advance and/or redefine state of the art within the solution's relevant field(s)". Similarly, Team Capability assessments range from teams that have not demonstrated capability to those that are "resoundingly capable" of driving a project to successful completion. The comprehensive scoring framework allows for nuanced assessment of proposed solutions across multiple critical dimensions.

Assessment of the degree(s) to which the proposed solution, if successful, will advance the current state of the art within the solution's relevant field(s).
