This is an evaluation criteria document (Appendix C) for DARPA's Expedited Research Implementation Series (ERIS) dated December 2024. The criteria contain four weighted factors: Defining the Problem & Current State of the Art (40%), Advancing the State of the Art (40%), Team Capability (15%), and Defense and/or Commercial Market Use Case/Impact (5%).
Each factor uses a 5-level rating scale from Unsatisfactory to Superior. The first two factors are worth 40 points each, focusing on how well submissions define problems and current state-of-the-art, and how significantly they advance beyond current capabilities. Team Capability (15 points) evaluates key personnel's vision, expertise, and experience, while Market Use Case/Impact (5 points) assesses the solution's potential impact on defense/commercial applications. Maximum total points possible is 100, with detailed rating definitions provided for each level within each factor.

Assessment of the degree to which the submission clearly and comprehensively defines (1) the scope of the problem(s) that the solution is/will be developed to address and (2) the current State of the Art within the field of potential solutions for the problem defined.
