Offerors must demonstrate the capability and facilities to expand and characterize the iPSC lines, differentiate them into neural progenitor cells within two months, and ship samples and reports to the government within specified timeframes. Proposals will be evaluated based on technical approach and past performance providing similar services, with technical approach the most important factor. Proposals are due by August 28, 2020.

There is no set-aside designation. The solicitation is expected to fall under NAICS code 541715 and PSC code R425 for research and development in the social sciences and humanities. The contractor must complete iPSC expansion within seven months, ship cell cultures and quality control reports within 21 days of reporting, and retain detailed records for two years at the National Institute of Mental Health or National Institute on Drug Abuse.
