About this opportunity

The Small Business Administration's Office of Inspector General (SBA OIG) is seeking a sole-source contract with Ken Blanchard Companies to provide an expanded leadership development training curriculum. The procurement focuses on obtaining an integrated training program that builds upon existing SLII and SELF training methodologies to enhance self-leadership, trust-building, and internal customer service capabilities across the organization's five divisions. Specific training services include virtual and in-person leadership courses, annual managers conferences, and various leadership skill development programs like SLII Experience, Coaching Essentials, and Building Trust. The contract will be awarded on a lowest price technically acceptable basis, with proposals due by February 19, 2025, and evaluation criteria emphasizing past performance and technical compliance. Contractors must provide all training materials, facilitate sessions, and cover associated travel expenses.

The contract has no specific set-aside designation and is classified under NAICS code 611430 for Professional and Management Development Training. The contract will have a base period from March 11, 2025, to March 10, 2026, with four potential one-year option periods extending through March 10, 2030. The total annual training program will support up to 150 training licenses, not to exceed $25,000, and include comprehensive leadership development resources such as downloadable materials and certification process guidance. Performance will primarily occur in Washington, DC, with both virtual and in-person training options available. The estimated contract value suggests a significant investment in organizational leadership development, with the sole source justification centered on Ken Blanchard Companies' exclusive intellectual property rights to the specific training methodologies.

Notice text

SBA OIG is seeking an integrated curriculum to continue to build upon the SLII and SELF training programs within its training curriculum and strategic culture.  Given the programs’ facilitator materials, participant materials, and online courses are the intellectual property of the Blanchard Companies, OIG seeks to enter into a sole-source contract to obtain an integrated curriculum to build trust necessary to advance self-leadership, to gain an increased understanding of the principals of self-leadership within the Blanchard model, to align self-leadership with existing OIG business processes within its five Divisions, and to increase the internal customer service focus utilizing the self-leadership principals for its support functions.
