STATEMENT OF WORK (SOW)
Expanded Leadership Development Training Curriculum to Support Virtual, Leader-led Learning
FOR
U.S. Small Business Administration, Office of Inspector General
November 25, 2024
1.0 BACKGROUND
The Office of Inspector General (OIG) is an independent component of the U.S. Small Business Administration (SBA). OIG is responsible for preventing and detecting fraud, waste, and abuse in the department’s programs and operations.
OIG seeks to continue to expand and excel its self-leadership initiative through a procurement of a proprietary training to further integrate self-leadership, leadership coaching, trust building, and conversational capacity within agency processes and actions to advance strategic goals and objectives. These foundations will be applied annually for new managers and employees to assist them in becoming ingrained with the OIG strategic culture
OIG seeks to continue to imbed self-leadership skills using the Blanchard model into our agency processes and actions. Contractor will provide services detailed in section 2.2 Specific Requirements.
2.0 SCOPE
2.1 OIG is seeking an integrated curriculum to continue to build upon the SLII and SELF training programs within its training curriculum and strategic culture. Given the programs’ facilitator materials, participant materials, and online courses are the intellectual property of the Blanchard Companies, OIG seeks to enter into a sole-source contract to obtain an integrated curriculum to build trust necessary to advance self-leadership, to gain an increased understanding of the principals of self-leadership within the Blanchard model, to align self-leadership with existing OIG business processes within its five Divisions, and to increase the internal customer service focus utilizing the self-leadership principals for its support functions.
To accomplish these objectives using the Blanchard Companies Leadership Foundation model at the OIG FY2025 Managers Conference and throughout the fiscal year through periodically scheduled virtual and in-person training sessions, OIG requires:
A. A virtual debrief to establish training delivery regarding Base Year – “A Situational Approach to Coaching” from Blanchard Program Library B. A virtual debrief to sustain SLII, SELF, Coaching Essentials (CE), Building Trust (BT), Leadership
Point of View (LPoV), Conversational Capacity (CONCAP) learning.
C. A limited online training to promote an understanding of organizational trust to advance SLII, SELF, Coaching Essentials (CE), Building Trust (BT), Leadership Point of View (LPoV), Conversational Capacity (CONCAP) principals for new managers and staff.
D. Up to 6 hours of consultant time to customize training sessions.
E. Face-to-Face training by Blanchard consultants onsite at the annual managers conference to integrate leadership coaching principals within distinct OIG business units to include management/leadership staff —Investigations, Audits, Technology Solutions, Immediate Office and Management and Operational Support.
F. Foundations for SLII Experience (SLX) and SLII Experience Training for Trainers (SLX-T4T) training by Blanchard virtually and in-person new managers annually.
G. Provide up to, but not to exceed 150 licenses annually to support Task Order 003. (2.2 Specific Requirements)
H. The vendor shall incorporate any travel-related expenses to the training sites.
I. The Government retains a right to cancel delivery of requirements E, F, and G up to 60 days in advance of delivery without incurring associated costs.
2.2 Specific Requirements
2.2.1 Task 001 – Provide 2-day in-person at annual managers training conference – rotating curriculum per year for the length of the contract. Locations and fiscal year second quarter dates will be determined annually.
2.2.2 Task 002 – Virtual/In-person training for new and existing managers in Blanchard Public
Workshop – Foundations for SLII Experience (SLX) and SLII Experience Training for Trainers (SLX- T4T) curriculum to include participants guides
2.2.3 Task 003 – Not to exceed $25,000. annually to support IG Academy Program for new and existing employees. Curriculum options consist of all available Blanchard courses that build on self-leadership, trust, and leadership. The following courses are some examples (in-person & virtual):
• Self-Leadership (SELF)
• SLII – 2-day design (SLII)
• Coaching Essentials (CE)
• Building Trust (BT)
• Leadership Point of View (LPoV)
• Conversational Capacity (CONCAP)
3.0 DELIVERABLES
3.1 Within 7 business days of contract award, Contractor shall meet with the COR and other government representatives to determine best communication channel for pushing out access information for the in-person and virtual training solution.
3.2 Contractor shall assist OIG staff in preparations to launch Blanchard curriculum as needed.
3.3 Contractor shall provide leadership skills assessment relative to trust (e.g. TQ 360 Assessment).
3.4 Contractor shall provide Face-to-Face training by Blanchard consultants onsite at the annual managers conference to integrate leadership coaching principals within distinct OIG business units to include management/leadership staff —Investigations, Audits, Technology Solutions, Immediate Office, and Management and Operational Support.
3.5 Contractor shall provide Face-to-Face or virtual training in Blanchard Foundations for SLII Experience (SLX) and SLII Experience Training for Trainers (SLX-T4T) annually.
3.6 Contractor shall provide up to, but not to exceed 150 licenses annually to support Task Order 003. (2.2 Specific Requirements)
3.7 Contractor shall provide any downloadable materials to promote learning and on-the-job skills application.
3.8 Contractor shall walk the SBA facilitators through the certification process and the existing job aides, enrichment curriculum to include but not limited to:
3.8.1 Self-Leadership (SELF) SLII – 2-day design (SLII)
3.8.2 Coaching Essentials (CE)
3.8.3 Building Trust (BT)
3.8.4 Leadership Point of View (LPoV)
3.8.5 Conversational Capacity (CONCAP)
4.0 PERIOD OF PERFORMANCE
Base Year: March 11, 2025 – March 10, 2026, with four, option years.

5.0 DELIVERY PLACE OF PERFORMANCE
Work will be performed virtually and face-to-face by OIG managers and leadership. Face-to-face location TBD.
6.0 CONTRACT ADMINISTRATION
6.1 Contracting Officer's Representative
(1) The Contracting Officer may designate Government personnel to act as the Contracting
Officer's Representative (COR) to perform functions under the contract such as review and/or inspection and acceptance of supplies, services, including construction, and other functions of a technical nature. The Contracting Officer will provide a written notice of such designation to the Contractor within five working days after contract award or for construction, not less than five working days prior to giving the Contractor the notice to proceed. The designation letter will set forth the authorities and limitations of the COR under the contract.
The Contracting Officer cannot authorize the COR or any other representative to sign documents (i.e., contracts, contract modifications, etc.) that require the signature of the Contracting Officer.)
(2) Recognized Holidays: The Contractor will not perform services on the below listed recognized Federal Holidays or as directed below:
New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day
Any other day/time designated by Federal statute, executive order, or Presidential Proclamation. Adverse weather conditions or national emergencies may require the worksite to close.
6.2 Notification
The contractor shall notify the Contracting Officer and/or the COR immediately upon identification of problems that affect or potentially affect the contract. The contractor shall follow-up verbal notifications in writing. The problem notification shall state the nature and source (description) of the problem, description of the impact of the problem on the task or deliverables, the recommendation solutions and of corrective actions needed to resolve the problem, and the proposed scheduled for resolving the problem. Submission of the report must be within 24 hours after the identification of the problem.
7.0 TRAVEL
Travel will be required to facilitate training at OIG annual Managers Conference and Face-to-Face training sessions. Travel expenses shall be paid by the contractor.
