About this opportunity
The Mission and Installation Contracting Command Fort Sam Houston seeks contractor-provided respite care services for the Exceptional Family Member Program (EFMP), with proposals due July 1, 2026, at 12:00 PM Central Standard Time and questions due June 18, 2026, at 12:00 PM CST. This is a 100% Small Business Set-Aside under NAICS 624190 (Other Individual and Family Services), size standard $16 million.
Place of performance spans 79 military installations across the continental United States, Alaska, Puerto Rico, and Hawaii, with administrative operations at San Antonio, Texas. The contractor must deliver non-personal respite care services to eligible military families with special medical or educational needs, managing two provider levels: Level III providers assist with activities of daily living (meal preparation, bathing, feeding, toileting, lifting, positioning, dressing, safety); Level IV providers deliver Level III services plus complex care including seizure management, tube feedings, tracheotomy suctioning, and home medical equipment monitoring.
Key personnel include a Program Manager (Master's degree in healthcare-related field with 5+ years progressive management experience, or Bachelor's degree with 10+ years experience, plus 5 years supporting military families), Alternate Program Manager, and Regional Coordinators. All contractor personnel require Anti-Terrorism Level I Awareness training within 30 days of start, iWATCH training, and Operations Security Level I Awareness training, with annual recertification. All respite care providers require CPR certification, Tier 1 Background Investigation, National Sex Offender Registry checks, and state/local child abuse registry checks prior to service delivery.
The Government estimates serving 149 active families monthly and processing 70 new intakes annually, with baseline annual service volume of 68,160 combined Level III and Level IV respite care hours. The contract is Firm-Fixed-Price for all line items except Travel, which carries a not-to-exceed cost allowance of $50,000 annually. The contract includes a one-year base period and four one-year option periods, with award and start date July 17, 2026. Amendment 0002 (June 26, 2026) updated the PWS, incorporated Q&A clarifications, and revised proposal submission attachments; questions will not be accepted after June 18.
Evaluation uses Best Value Tradeoff methodology with four factors in descending importance: Scenario-Based Problem Solving (most important, minimum "Acceptable" rating required), Technical (three equally weighted subfactors addressing provider recruitment/retention, quality control, and family intake/matching), Past Performance (three to five references from the last five years), and Price (evaluated for reasonableness only). Proposals receiving "Marginal" or "Unacceptable" ratings in either Scenario-Based Problem Solving or Technical factors are ineligible for award. Offerors must register and maintain active SAM.gov status at proposal submission.
