About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting proposals for Technical Training Instructional Services to support the Expeditionary Warfare Training Group Pacific (EWTGPAC) Fires Training Division. The contractor will provide classroom and laboratory instruction for approximately 40 Naval Surface Fire Support and Naval Fire Control System training events annually, develop and maintain curriculum using Navy-designated authoring tools, conduct performance evaluations, and mentor government instructors. Key qualifications include assignment of three key Training Specialists, with at least two possessing experience as E-5 to E-8 Non-AEGIS Fire Controlman with MK 86 or MK 34 Gun Weapon System experience, along with up to three additional non-key specialists. All personnel must obtain Secret-level security clearance and complete EWTGPAC instructor certification. Proposals will be evaluated using a best-value tradeoff approach based on three primary factors: Technical Approach (40 subfactors including technical experience, key personnel resumes, and quality control plans), Past Performance, and Total Evaluated Price, with only technically acceptable proposals advancing to price evaluation. The proposal deadline is April 9, 2026, at 12:00 PM Pacific Time, with award anticipated by May 1, 2026.
This is a Total Small Business set-aside solicitation issued under the SeaPort NxG Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle as a Firm Fixed Price task order. The base contract period is one year with four optional one-year extensions plus an additional six-month extension option. The place of performance is San Diego, California, with potential work locations on U.S. Navy vessels in San Diego, Everett, Pearl Harbor, Yokosuka, and other naval berthing locations. Work hours are 8 hours daily, Monday through Friday, from 6:00 AM to 6:00 PM local time, excluding 11 federal holidays, and the contractor must ramp up to full operational status within four weeks of award. Anticipated annual travel includes 30 trips to support training events and curriculum reviews at various Navy locations, with first-year travel costs budgeted at $171,664 in Other Direct Costs. Proposals must be submitted electronically via the Procurement Integration Enterprise Environment (PIEE) with a 180-day proposal validity period, and interested contractors should review all solicitation documents including the SF 30 amendment, attachments, and Questions and Answers guidance for complete requirements and submission procedures.
