Solicitation___N0024426R3103.pdf4.2.3/4.3.2.1.6Each subcontractor estimate shall be addressed separately, and detailed cost information shall be provided in the same format (Attachments 6 and payroll screen shots) as required for the prime contractor. The detailed information may be submitted separately to the Government if the subcontractor does not wish to provide this data to be provided to the prime Offeror. Subcontractors may submit their information directly to the Government via the PIEE solicitation module.Due to current limitations within the PIEE system, a Prime Contractor must grant a Subcontractor full access to the Prime’s CAGE code in order for the Subcontractor to upload proposal documents. This system configuration results in both parties having visibility into each other’s proposal information, including company proprietary data.
To safeguard all parties’ proprietary and competition‑sensitive information, can the Subcontractor requests approval to submit its proposal/sealed package directly to the Government Contracting Officer instead of through PIEE?Prime contractors may submit their subcontractor's proposal together in PIEE or SAM.gov registered Subcontractors may submit their proposal under their own CAGE code in PIEE.
Section B/Section 4.3.2.1.1Section B identifies Surge CLINs 5001, 5101, 5201, 5301, and 5401 as distinct line items, and Section 4.3.2.1.1 requires that Supporting Cost/Price Data include all major cost elements and proposed level of effort for each CLIN. The Cost_Format_Template does not include entry lines for the Surge CLINs in either the Summary tab or the Base and Option Year tabs, creating a conflict with the stated requirements. Does the Government intend to issue a revised template that includes these lines, or are offerors required to add them to the provided file? Please add lines for the Surge CLINs to the template provided.
Request Government confirmation that the stated Not-to-Exceed (NTE) prices for the Section B 7X00 Travel CLINs represent the amount against which offeror proposals will be evaluated?Yes
Section B, 7X00 Travel CLINs are priced as "Cost No Fee," and Section 2.17.1 states that travel shall be conducted in accordance with the FAR and Joint Travel Regulations, which reimburse at actuals. Section L 4.3.2.1.1 separately requires G&A to be identified as a cost element in the Supporting Cost/Price Data. Request Government confirmation whether G&A should be incorporated within the stated NTE prices for the 7X00 Travel CLINs?Yes
PWS Section 2.12.3 states that the Government reserves the right to request none, any, or all non-key personnel during any contract option year, and to increase or reduce the number of non-key personnel based on the needs of the Government. Given that the resulting Task Order is Firm Fixed Price, can the Government clarify how offerors should price non-key personnel to account for this variability, and whether a specific methodology or assumption is required? For planning purposes, non-key personnel rates are estimated at 5% of annual weighted labor rates (Total Labor Cost + Overhead/Fringe + G&A)
PWS 5.2 and 6.1 references NAVEDTRA 130, 134B, and 135C (series). These references were superseded by NETC in 2025. Request Government confirmation if the offeror’s response should address a solution based on the superseded references or should the offeror use the updated NAVEDTRA series?Offeror’s response should address a solution based on the updated NAVEDTRA series.
Section J identifies Attachment 6 as "Cost Summary Format," however the file included in the solicitation is named "Cost_Format_Template." Request Government confirmation that these refer to the same document?Confirmed.
Section L 3.2 states Volume II - Past Performance is “Maximum of 3 references (2-Page Limit each) total”. Paragraph 4.2.2 states “The past performance information shall consist of no more than 9 pages total (not counting the page total for Corporate Experience (3 pages maximum). Offerors are cautioned that no more than the first 9 pages of the past performance information will be evaluated. Request Government clarification on the page limit for Volume II, Past Performance?6 pages maximum for each Past Performance reference for a total of 18 pages maximum.
Section L 4.1.1 additional instructions to offeror states, “The narrative must address PWS paragraphs 5.1 through 5.3.6.” Request Government confirmation that PWS paragraph 5.4 is not required to be addressed in the narrative response for Factor 1, Subfactor A?Confirmed.
Section L 4.3.2.1.1 requires offerors to provide cost elements that include Cost of Money, fringe rates, overhead rates, G&A rates, escalation, and payroll-based labor rate substantiation. These elements are typically associated with cost-reimbursable or time-and-materials contract types. Can the Government confirm that these cost elements are required solely to support price analysis and will not affect the Firm Fixed Price nature of the resulting Task Order?Confirmed.
Section L 4.3.2.1.3 requires offerors to provide payroll system screen-captures for each individual named in the Staffing Plan, with comparable position payroll data as an alternative where individual data is unavailable. Section 2.3.7 confirms that Letters of Intent for key personnel are anticipated and are excluded from page limitations. For small business offerors proposing candidates who are not yet employees, will the Government also accept signed Letters of Intent as supporting documentation for the Staffing Plan, instead of comparable position payroll data used as the pricing basis of estimate?Yes, Letters of Intent is acceptable supporting documentation for the staffing plan.
Section M 4.0, Subfactor C defines the QCP evaluation as a subjective review, “the degree to which the QCP clearly identifies and describes…”. Additionally the government has limited the QCP to 2 pages. Based on the evaluation criteria suggesting the offeror provides a “highly descriptive” approach to meet a subjective level of evaluation for the QCP, will the government consider expanding the QCP submission to five (5) pages?QCP is expanded to four (4) pages.
Due to the Firm Fixed Price nature of this task order, can a bidder incorporate their subcontractor pricing within their Cost_Format_Template submission or is subcontractor pricing directly to the Government required? Reference: 3.3. Volume III - Supporting Cost Data, “All Subcontractor cost/price supporting data must be submitted in the PIEE solicitation module in MS Excel format provided as Attachment: No Page Limit”.Offerors may include their subcontractor pricing in the cost format template file.
If our subcontractors are submitting fully burdened rates to our firm and not directly to the Government, we assume they do not need to submit their DCAA Branch Office per this requirement, “SUBCONTRACTORS ARE REQUIRED TO PROVIDE CONTACT INFORMATION FOR THEIR COGNIZANT DCAA BRANCH OFFICE WITH THE NAME AND PHONE NUMBER OF A DCAA POINT OF CONTACT WHO IS FAMILIAR WITH THEIR COMPANY”. Please confirm.Confirmed.
The RFP does not have an ODC NTE for the FAR 52.217-8 6-Month Extension but the Cost_Format_Template has a cell to enter that data. Please provide that NTE to use.ODC NTE for FAR 52.217-8 6-month extension shall not exceed 50% of Option Year 4 ODC.
Per the RFP, for each named individuals in the Staffing Plan, we noted the requirement for Payroll data to substantiate direct labor rates in pricing. We noted that “Any additional supporting documentation may be provided at the offeror's discretion”. However no strict provision exists to submit offer letter salary data for contingent new hires we are bidding. Is the Government willing to accept offer letters for named personnel contingent hires to justify associated salary direct labor rates in lieu of payroll data?Yes, offer letters for named personnel contingent hires to justify associated salary direct labor rates are acceptable.
We did not note a defined transition-in period in the solicitation files. What is the expected phase-in timeline post-award?The Contractor shall provide an integrated team and ramp up immediately by having its team in place and fully functioning within 4 weeks of contract award.
Page 48 3.0 Proposal Organization Volume II states that “Previous Contracting Effort Narrative (Attachment 7): Maximum of 3 references (2-Page Limit each) total, one of the references may be for any subcontractor that performs more than 10% of total contract effort, page count does not apply for OPPD or CPARS.” Question- does this indicate that CPARS can be used in place of the OPPD?Yes, CPARS may be used in lieu of OPPD.
Organizational Conflict of Interest (OCI)Section HWe have a material concern with Sentence C – Prospective Restrictions on Contracting. As written, the clause appears to broadly preclude the Contractor and its affiliates from participating not only in any future recompete of this work, but from submitting a proposal “in response to any requirements arising out of this contract.”For a requirement limited to Training Instructional Services, we respectfully request that the Government either remove Sentence C or revise it to narrowly address recognized OCI risk types under FAR Subpart 9.5—specifically biased ground rules and unequal access to information—without imposing a blanket prohibition that could inadvertently restrict competition in unrelated future acquisitions.Organizational Conflict of Interest (OCI) language has been replaced with SeaPort NxG MAC section C14 Organizational Conflict of Interest (OCI). Please reference red text in section H.
