The skills and qualifications of the labor force employed to respond to the requirements defined in this PWS are at the discretion of the contractor. The contractor shall be responsible for staffing, competency training, guidance, and supervision of qualified personnel performing on this contract. Proposed changes to the QCP after contract award shall be submitted to the Contracting Officer and COR for approval.
2.9 Quality Assurance. The government shall evaluate the Contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. The QASP defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). The QASP shall include staffing actions, subcontractor management, finance, and government interface with EWTGPAC Schoolhouse staff.
