About this opportunity
The Department of Veterans Affairs is preparing to solicit a 20-year lease for a Vet Center in Everett, Washington, with responses due by September 21, 2026. This procurement is set aside for Total Small Business, with a secondary VOSB set-aside trigger if two or more VOSB firms respond.
The VA seeks 3,360 to 4,536 rentable square feet of office space plus 22 parking spaces (including 3 ADA-compliant spaces) within a defined geographic area bounded by Highway 526 (north), I-5 (east), and Highway 525 (south and west). The lease structure consists of 5 firm years and 15 soft years with termination rights after year 5. Properties must sit outside the 100-year flood plain, within one mile of a major thoroughfare, and avoid incompatible neighboring uses including liquor establishments, treatment centers, prisons, industrial areas, marijuana dispensaries, and agricultural areas with chemical spraying.
Space must comply with Federal and Local Government fire safety, physical security, accessibility, seismic, and sustainability standards, plus ADA and Uniform Federal Accessibility Standards requirements. The VA prefers fully serviced leases covering operating costs and utilities from reputable third-party providers; private well water and septic systems are unacceptable. Anticipated construction/buildout costs range from $250,000 to $500,000.
Interested parties must submit capabilities statements demonstrating technical skills, financial capabilities, SDVOSB/VOSB status where applicable, and experience with similar Federal leased or healthcare facilities projects to Dominic Mabine (dominic.mabine@va.gov) by 4:00 PM CST on September 21, 2026. SDVOSB and VOSB firms are encouraged to participate. The VA makes monthly rental payments in arrears upon facility acceptance and does not fund design or construction phases.
