About this opportunity
NASA Langley Research Center is seeking a contractor to provide evaluations, assessments, studies, services, and support for the Science Office for Mission Assessments (SOMA) and other designated NASA organizations through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The solicitation, designated as EASSS 4, is specifically targeting professional scientific and engineering research and development services. Proposals will be evaluated on three equally important factors: Mission Suitability, Past Performance, and Cost/Price, with technical and past performance factors being significantly more important than price. Potential offerors must submit their proposals electronically by April 28, 2025, and all inquiries must be submitted in writing by April 4, 2025, to Sheryl Kopczynski at specified email addresses. The contractor will be required to have a Top-Secret (TS) Facility Clearance with Sensitive Compartmented Information (SCI) requirements.
This procurement is a total small business set-aside competition under NAICS code 541715, with a small business size standard of 1,000 employees. The contract will be a Cost-Plus-Fixed Fee (CPFF) type with a five-year ordering period from October 1, 2025, through September 30, 2030. The total maximum contract value is anticipated to be $99,750,000, with a minimum task order value of $100,000. Performance will be conducted in the United States, and the contract will enable NASA to issue task orders as needed for mission assessment and support services. The solicitation does not commit NASA to pay any proposal preparation costs, and the contract will be awarded with an anticipated date of August 31, 2025. Interested small businesses in the research and development sector, particularly those with expertise in physical, engineering, and life sciences, are encouraged to submit proposals.
