About this opportunity
Naval Sea Systems Command, acting through the Naval Surface Warfare Center (NSWC) Crane Division, is conducting market research to identify qualified vendors capable of providing evaluation, overhaul, supplemental repair, and testing services for alternating current (AC) motors used across eight specific radar systems: AN/SPS-49, AN/SPS-48E, AN/SPS-67(V)3, AN/SPS-67(V)1, AN/SPS-40, AN/SPQ-9B, AN/SPS-55A, and AN/SPS-55. This Pre-Solicitation Notice is issued under Federal Acquisition Regulation (FAR) 10.001 to assess market availability and technical capabilities before formal solicitation. Interested parties must demonstrate relevant experience through prior government contracts involving similar motor evaluation and repair efforts. Responses must be submitted via email to the designated contracting officers, Mr. Tim Kinder or Mr. Jacob LaFree at NSWC Crane, by the March 13, 2026 closing date. All respondents must be registered in the System for Award Management (SAM) to be considered eligible for future procurement.
This pre-solicitation notice contains no set-aside designations, though the government explicitly encourages participation from small businesses, small disadvantaged businesses, HUBZone small businesses, women-owned small businesses, veteran-owned small businesses, and historically black colleges and universities. The notice does not identify any incumbent contractors or potential award values or budget ranges at this market research stage. No specific quantity of motors, timeline for service delivery, or numerical performance metrics are disclosed in this sources-sought announcement. The government will use respondents' capability statements and documented performance on similar government contracts as primary evaluation factors. This announcement represents the preliminary phase of procurement planning, with actual contract solicitation to follow once the agency completes its market research analysis.
