About this opportunity
The National Institutes of Health, Office of the Director, seeks evaluation of a lead NNMT inhibitor in a humanized mouse model through commercial preclinical contract research services, with responses due August 19. This is a non-competitive sole-source procurement awarded to GemPharmatech LLC without full and open competition under FAR 6.302-3(a)(2)(ii).
GemPharmatech is the only known source capable of performing the work because it developed the humanized nicotinamide N-methyltransferase (hNNMT) mouse model under prior NIH-funded work (PO 75N95023P00824) and maintains the cryopreserved sperm and breeding resources necessary to regenerate the colony. The NCATS lead NNMT inhibitor exhibits lower activity against mouse NNMT than human NNMT; therefore, evaluation in mice expressing human NNMT is required to generate scientifically relevant efficacy data.
The contractor must provide three services: recovery and production of 50 male hNNMT homozygous mice from cryopreserved sperm via in vitro fertilization and breeding; efficacy study of the lead NNMT inhibitor in an adenine diet-induced chronic kidney disease model; and efficacy study of the lead NNMT inhibitor in a High-Sugar High-Fat Diet combined with Streptozotocin (HSHFD+STZ) induced diabetic kidney disease model. Period of performance runs August 31, 2026, through August 30, 2027. Place of performance is NIH/NCATS, 9808 Medical Center Drive, Rockville, Maryland. The NAICS code is 541714, Research and Development in Biotechnology (except Nanobiotechnology). This acquisition is not set aside for small business and is not expected to exceed the simplified acquisition threshold. Award will be Firm-Fixed Price. Responses must include UEI, TIN, business size certification, technical capability documentation, and pricing information.
