About this opportunity

The Naval Sea Systems Command's Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is soliciting evaluation and repair services for Weapon Power Converters (WPCs) used in the Universal Weapon Launcher systems on naval platforms. This is a sole-source, Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract being pursued under the authority of 10 U.S.C. 3204(a)(1) and 41 U.S.C. 1901, with an extremely compressed timeline—the solicitation was posted on April 29, 2026, with offers due by April 30, 2026, at 1:00 PM local time. Key contract requirements include the completion of pricing tables for years 1-2, with pricing for years 3-5 to be incorporated by the end of each preceding ordering period, and all offerors must be compliant with CMMC Level 1 cybersecurity requirements and standard FAR and DFARS clauses applicable to commercial services. The government will evaluate quotations based on pricing, delivery terms, contractor qualifications, and compliance with all representations and certifications; notably, no alternative evaluation criteria are specified given the sole-source nature of this procurement. Critical to prospective contractors is the April 30, 2026, deadline for submission of quotes via email to the government's contracting officer.

This procurement includes no set-aside designations and is intended for award to NOVA Electric, a Division of Technology Dynamics, Inc. (Cage Code 29019), the Original Equipment Manufacturer of the WPCs, on a sole-source basis due to the millions of dollars in additional costs that would result from qualifying an alternative vendor. The contract encompasses up to 75 units of WPCs for evaluation and repair across three contract line items: CLIN 0001 for evaluation and repair services (priced per job), CLIN 0002 for Quick Disconnect connectors, and CLIN 0003 for Hose Assemblies, with ordering quantities ranging from a minimum of 5 units to a maximum of 75 units annually. The contract will run for a five-year period from May 1, 2026, through April 30, 2031, with place of performance at NOVA Electric's facility located at 100 School Street, Bergenfield, New Jersey 07621. While no specific award value is disclosed in the solicitation notice, the government's anticipated ordering of up to 75 units across the five-year period, combined with the critical nature of maintaining naval platform operability, suggests a contract of substantial value.

Notice text

The following notice serves as a formal solicitation prepared in accordance with FAR 13.106-1(b)(2). The formal solicitation form (N6660426QM600) is provided as Attachment One (1) to this notice.

The proposed contract action synopsis was prepared in accordance with FAR 5.2 as supplemented with additional information. The synopsis was posted on 18 March 2026 with a closing date of 02 April 2026.

This proposed contract action is being processed on a sole source basis. The North American Industry Classification System (NAICS) code for this acquisition is 334511. The small business size standard is 1,350 employees.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract to NOVA Electric, a Division of Technology Dynamics, Inc. (Cage Code: 29019), 100 School St., Bergenfield, New Jersey 07621, on a sole source basis for the Evaluation and Repair of its Weapon Power Converters (WPCs) provided as Government Furnished Property (GFP).

The proposed contract action is for commercial services for which the Government intends to negotiate with only one source in accordance with 10 U.S.C. 3204(a)(1) and 41 U.S.C. 1901, as implemented in FAR 13.501(a)(1)(ii).

NUWCDIVNPT has a requirement to procure the Evaluation and Repair of WPCs, provided as GFP. This hardware is used in the Universal Weapon Launcher (UWL) on naval platforms. Repair of these components is required in order to have a sufficient quantity for the impacted naval platforms to remain operable.

The Government anticipates ordering up to seventy-five (75) units of WPCs for evaluation and repair via CLIN 0001. All evaluations and repairs would be ordered within the five-year ordering period.

NOVA is the Original Equipment Manufacturer (OEM) for the WPCs. Attempting to validate another vendor to perform the required tasking would result in millions of dollars in additional costs to cover system downtime, configuration, training, shock testing, and Form-Fit-Function testing. Consequently, no other vendor can repair these WPCs, and no authorized resellers of NOVA products or services exist that can complete this requirement.

The anticipated place of performance is at the contractor’s site in Bergenfield, NJ.

The anticipated award date of this requirement is expected to be on or about 1 May 2026.

This solicitation notice is NOT a request for competitive quotes. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government.

Quotes shall be submitted prior to 30 April 2026 at 1:00 PM via e-mail to the following Government Point of Contact (GPOC): Abigail Peckham, Abigail.r.peckham.civ@us.navy.mil
