About this opportunity
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), under the Department of the Navy Naval Sea Systems Command, is procuring evaluation and repair services for Weapon Power Converters (WPCs) that are classified as Government Furnished Property. The contract will be awarded on a sole source basis to NOVA Electric, a Division of Technology Dynamics, Inc., the Original Equipment Manufacturer of these systems. The primary contract requirement is the evaluation and repair of WPCs at the contractor's facility in Bergenfield, New Jersey, with the justification for sole source procurement based on the prohibitive costs and technical complexities associated with qualifying an alternative vendor, including system downtime, configuration, training, shock testing, and Form-Fit-Function testing. This Pre-solicitation Notice is not a request for competitive proposals; however, all responsible sources may submit capability statements by the April 2, 2026 due date. The anticipated contract award date is on or about April 30, 2026.
This procurement carries no small business set-aside designation and will be structured as a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity contract with NOVA Electric under Cage Code 29019. The contract anticipates ordering up to seventy-five units of WPCs for evaluation and repair under Contract Line Item Number 0001, with all evaluations and repairs to be completed within the five-year ordering period. No specific award value or budget range is disclosed in this pre-solicitation notice. The small business size standard applicable to this acquisition is 1,350 employees, and the procurement falls under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC code J059 (Maintenance/Repair/Rebuild of Electrical and Electronic Equipment Components).
Notice text
The following notice serves as a proposed contract action synopsis, prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 as supplemented with additional information included in this notice.
This proposed contract action is being processed on a sole source basis. The North American Industry Classification System (NAICS) code for this acquisition is 334511. The small business size standard is 1,350 employees.
Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract to NOVA Electric, a Division of Technology Dynamics, Inc. (Cage Code: 29019), 100 School St., Bergenfield, New Jersey 07621, on a sole source basis for the Evaluation and Repair of its Weapon Power Converters (WPCs) provided as Government Furnished Property (GFP).
The proposed contract action is for commercial services for which the Government intends to negotiate with only one source in accordance with 10 U.S.C. 3204(a)(1) and 41 U.S.C. 1901, as implemented in FAR 13.501(a)(1)(ii).
The Government anticipates ordering up to seventy-five (75) units of WPCs for evaluation and repair via CLIN 0001. All evaluations and repairs would be ordered within the five-year ordering period.
NOVA is the Original Equipment Manufacturer (OEM) for the WPCs. Attempting to validate another vendor to perform the required tasking would result in millions of dollars in additional costs to cover system downtime, configuration, training, shock testing, and Form-Fit-Function testing. Consequently, no other vendor can repair these WPCs, and no authorized resellers of NOVA products or services exist that can complete this requirement.
The anticipated place of performance is at the contractor’s site in Bergenfield, NJ. The anticipated award date of this requirement is expected to be on or about 30 April 2026.
The synopsis is NOT a request for competitive proposals. All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed contract action based on responses to this notice is solely within the discretion of the Government.
Responses may be submitted prior to 02 April 2026 at 02:00 PM EST via e-mail to the following Government Point of Contact: Abigail Peckham; abigail.r.peckham.civ@us.navy.mil
