About this opportunity
The Department of State US Embassy Athens seeks preventive maintenance of its Building Automation System (BAS) for one year with four one-year option periods, with quotations due August 24, 2026 at 1:00 p.m. Athens time. This is a firm fixed-price purchase order with no set-aside.
Place of performance is Attica, Greece. The contractor must provide manufacturer-certified technicians qualified on Schneider Electric Niagara 4.0 systems to perform one five-day preventive maintenance trip per contract year, scheduled between 0800–1700 hours, covering HVAC equipment, chilled water systems, heating systems, and related building controls. The BAS Point List specifies analog and binary monitoring across air handlers, chilled water and hot water systems, VAV terminal units, computer room air conditioning, generators, fuel systems with leak detection, water filtration systems, power and water metering, elevators, laboratory fume hoods, fire alarm integration, and sewage pump status, with critical hardwired connections required for chiller and boiler enable/disable functions and general alarm signals.
Maintenance personnel must individually hold a security clearance issued by the Bureau of Diplomatic Security, Industrial Security Division; an escort with Top Secret clearance is insufficient. Contractors must contact DS/IS/IND directly regarding clearance sponsorship and associated costs. Deliverables include pre-travel PM schedules and checklists, post-travel PM reports, BAS backups with recovery instructions, updated as-built documentation, spare parts and expendable equipment schedules, calibration records, and a five-year Point-to-Point checkout plan. Up to 50 hours of annual remote support via phone or email is included, with 24-hour response time for non-emergency requests and four-hour response for emergencies.
