About this file
This document is a Questions & Answers supplement to Request for Quotation Number 19GR1026Q0036 issued by the U.S. Embassy Athens, Greece for maintenance of a Building Automation System (BAS).
The Q&A addresses two primary inquiries from potential contractors. First, regarding system specifications, the Government confirmed that a list of BAS points is available to assist contractors in estimating required maintenance man-hours. Second, regarding security requirements, the Government clarified that maintenance personnel must individually possess the required security clearance issued by the Bureau of Diplomatic Security, Industrial Security Division (DS/IS/IND)—an escort holding Top Secret clearance is insufficient. The Government does not issue or sponsor these security clearances; contractors must contact DS/IS/IND directly for information regarding the clearance process and any associated costs. The security clearance requirement is referenced in Paragraph 1.4 of the Statement of Work.

Request for Quotation Number 19GR1026Q0036
U.S. Embassy Athens, Greece Maintenance of Building Automation System
Questions & Answers
Q1. Please provide the total number of BAS points in the system, so that the required maintenance man-hours can be estimate more accurately. If this information is not available, typical system design drawings or standard documentation would also help us make a reliable estimate.
A1. See attached list with BAS points.
Q2. Could you please confirm whether it would be acceptable for maintenance personnel to access these areas if they are escorted by someone within a company who holds an active TS/SCI Full Scope Poly clearance? If so, does it matter which agency sponsors that clearance? If an escort is not sufficient, would the U.S. Embassy be able to sponsor Top Secret clearances, and if so, could you also advise whether there would be any additional costs associated with that process?
A2. Please note that an escort with a Top Secret clearance would not be sufficient.
The technician performing the maintenance must also hold the required security clearance. Additionally, as stated in Paragraph 1.4 of the Statement of Work, the required clearance must be issued by the Bureau of Diplomatic Security, Industrial Security Division (DS/IS/IND). The U.S. Embassy does not issue or sponsor these security clearances. Any questions regarding the clearance process, including applicable costs, should be directed to DS/IS/IND, as they administer the program and can provide the relevant information.
