ETU-111 Ground Handling Trailer



Solicitation number is FA8533-19-R-0003 and attached to this notice.
This ground handling trailer (NSN: 1740-01-127-4954RN, P/N F458-51114-1) was originally manufactured by the Boeing Company (CAGE 82918). The trailer was manufactured by a Boeing approved source, Spec Tool Company (CAGE 07132), under part number P/N STC90856-1. The ETU-111 engine trailer is used to support the removal/installation of the engines associated with the KC-135 aircraft. The ETU-111 has a cradle assembly with three adapters that mount to the KC-135 engines. The cradle assembly can be rotated by using a manually cranked gearbox to allow maintenance personnel access to different parts of the engine. The trailer is used as a multiple-purpose carrier for the KC-135 aircraft engine. This equipment is a four wheeled, pneumatic tired, aluminum framework which can be towed. The trailer carries the KC-135 aircraft engine in a steel cradle that can be rolled up to 74 degrees right and 10 degrees left from level using a manually cranked gearbox. Due to its use on the KC-135 aircraft and its rugged design for military use, this application is certainly military specific. Due to the dimensions and tolerances called for in the drawing package as well as the military-only nature, modification of a commercially available trailer is not an option.



Long Term Contract may include Air Force or FMS requirements. The subsequent award will be for a requirements type contract with one basic year of 12 months, and four (4) option periods of 12 months each.



Best Estimated Quantities (BEQs) can be found on the attached Request for Proposal.


First Article Testing: The contractor shall develop and perform detailed FAT procedures which will include Functional Verification at MacDill AFB, Tampa. The contractor shall also provide the government with a FAT report upon the completion of the testing.



There is a possibility that a waiver could be issued for FAT if:


· The contractor can provide proof that they have successfully built and delivered this trailer within the last five years


· Delivery must have been to the government or commercial entity


However, functional verification will still be required.



This is a Total Small Business Set-Aside.
