1. SCOPE

This document defines the tasks associated with the procurement of Multi-purpose Engine Aircraft

Trailer as described by Technical Data Package (TDP) drawing STC90856-1, cage 07132 and is used to support installation and removal of F108 engine, which interfaces with KC- 135 aircraft.

2. APPLICABLE DOCUMENTS

2.2 Order of precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1 Program management.

3.1.1 Program manager. The contractor shall identify to the Government and maintain a single point of contact (Program Manager -PM) for all matters under this contract. The contractor shall also ensure that all program management personnel assigned to the program shall be available, as required, to meet program objectives.

3.1.2 Plant access. The contractor shall arrange for full access to applicable contractor facilities and offices by Government representatives conducting any business, making observations, or performing inspections required by public law or by this contract.

3.1.3 Monthly status report. The contractor shall submit a monthly status report that shall cover actions to date as well as a projection of planned work for the remaining effort. Reports shall document tasks, issues, actions, and deliverables. Problem areas shall be identified with proposed solutions and outcomes. (DI-MGMT-80227, A 0 0 2 , Contractor's Progress, Status and

3.2 Conferences and program reviews.

3.2.1 Post-award conference. If the Government determines that a post award conference is necessary, the Government will convene the conference with the contractor via teleconference, within 60 days after contract award. The PM will coordinate the actual date and time of the conference with the contractor.

3.2.2 Technical reviews.

3.2.2.1 Test readiness review (TRR). The contractor shall conduct a TRR 14 days prior to the start of the first article test. The TRR shall assess test objectives, test methods and procedures, scope of tests, and determine if required test resources have been properly identified and coordinated to support planned tests. The TRR shall be held thru teleconference. The PM will coordinate the actual date and time of the reviews with the contractor. The contractor shall prepare all necessary detailed status reports for the technical review meetings, conference agendas, and conference minutes. The contractor shall prepare formal documentation of the TRR. (DI-MISC-80508, A 0 0 3 , Technical Report/Study

3.2.3 Conference room. The contractor shall provide a conference room suitable for meetings of up to 10 Government representatives, plus contractor personnel, in support of scheduled meetings at the contractor’s facility if is necessary.

3.2.4 Meeting agendas. The contractor shall publish an agenda for all meetings and conferences specified in 3.2.1 and 3.2.2. The contractor shall request from the Government any items or issues to be discussed or presented at the meetings, and shall include such items in the agenda.

3.2.5 Meeting minutes. The contractor shall provide a written record of the discussions, decisions, and action items identified at each meeting. Minutes shall include presentation material.

3.3 Systems engineering.

3.3.1 Environment, Safety, and Occupational Health (ESOH).

3.3.1.1 System safety. The contractor shall establish, conduct, document, and maintain a system safety program in accordance with MIL-STD-882. The contractor shall document their approach for analyzing, eliminating, or minimizing Environment, Safety, and Occupational Health

(ESOH) hazards during all phases of the program. The contractor shall initiate changes in the system design based on safety analysis results such that the associated risk is reduced to a level acceptable to the Government. An initial system safety hazard analysis shall be provided 14 c a l e n d a r s days prior to the TRR; a second system safety hazard analysis shall be resubmitted with government comments addressed in 10 days and an updated version of the analysis shall be provided with the first article test report. 3.3.1.2 Hazardous materials. The contractor shall manage hazardous materials, including those embedded in the system or used during operation or maintenance, as an element of the Systems

Engineering process. The system shall not generate or use Class I or Class II Ozone Depleting

Substances (ODS) during operation, maintenance, or disposal. The use of hexavalent chromium is also prohibited. The contractor shall list any hazardous materials, as defined in FED-STD-313, to be delivered under this contract, including locations, quantities, and special handling and disposal procedures.

3.4 Testing and evaluation.

3.4.1 First article test.

3.4.1.1 First article test procedures. The contractor shall develop detailed first article test procedures, which shall address all requirements identified in the TDP and this SOW. The test procedures shall include data record sheets, charts, graphs, identification of test instruments by manufacturer, model number, and serial number. The test procedures shall address modeling and simulation (M&S); if M&S is not applicable, the test procedures shall be so noted. (DI-NDTI-

3.4.1.2 First article testing. After Government approval of the first article test procedures, the contractor shall schedule the testing to be conducted. If shipping is required to move the item(s) to and from a test site away from the contractor’s facility, the contractor shall be responsible for all costs associated with the shipment. The contractor shall notify the Government of the date, time, and location of first article testing 30 days prior to the start of testing. The test shall be witnessed by one or more Government representatives.

3.4.1.3. Functional verification. After completing of contractor facility testing, a test item (s) shall be shipped to MacDill AFB, Tampa, Florida for functional verification in accordance with drawing package STC90856-1. Shipment instructions will be provided to the contractor by the

PCO within 10 days after approval of the preliminary first article test report. Contractor personnel shall perform functional verification as a part of first article testing and any required maintenance;

Air Force personnel will witness the functional verification testing, assist with maintenance, and advise contractor personnel as required. The functional verification will take an estimated five to seven days. At the conclusion of the functional verification, the test item shall be shipped to the contractor’s facility (see 3.4.2 below). The contractor shall be responsible for all costs associated with shipment to and from MacDill AFB, Tampa, Florida.

3.4.1.4 First article test report. The contractor shall submit a preliminary first article test report within ten days after completion of the first portion of the first article testing, prior to functional verification performed at MacDill AFB, Tampa, Florida. The contractor shall submit a final first article test report within ten days after completion of the functional verification. The test report shall document all testing performed, including results of any unsuccessful test attempts and functional verification results. Failure reports generated as a result of the Failure Reporting and Corrective Action System (FRACAS) process shall be included with results of unsuccessful test attempts. 3.4.2 Restoration. After completion of first article acceptance, the contractor shall be responsible for any repairs that may be necessary to restore the Multi-purpose Engine Aircraft Trailer to a serviceable, “like new” condition while retaining configuration integrity. The contractor shall be responsible for all costs associated with shipping the first article item to the contractor's facility for restoration.

3.4.3 Disposition. The first article Multi-purpose Engine Aircraft Trailer shall be shipped to the location(s) specified in the contract.

3.5 Configuration management.

3.5.1.1 Configuration requirements.

3.5.1.2 Production release. Production release is acknowledgment by the procuring activity that the contractor has satisfied all requirements to proceed with delivery of hardware to be furnished under the contract. The contractor assumes all risks in initiating production before the first article test report have been delivered and approved by the procuring activity.

3.5.2 Engineering Change Proposals (ECPs). Notwithstanding any other provision in the contract, no contractor or subcontractor's change in design, fabrication, assembly, part, material, process, or source of supply shall be made to the allocated or product baseline unless such change is submitted in writing by ECP and approved by the procuring activity. Any request for change shall be accompanied by complete documentation supporting the need for the change. A Notice of Revision (NOR) shall be submitted with each ECP. Should the Government approve an ECP, the contractor shall be responsible for submitting updated Technical Orders (TOs) to reflect the changes made in the ECP. Updates to technical orders shall include changes to illustrations where necessary, as well as record changes in part numbers. The actual part number of the manufacturer shall be used on commercially available parts. (DI-SESS-80639, A005, Engineering Change

3.5.2.1 Technical Drawing Package (TDP). The TDP (also known as the drawing package) forms a part of this SOW and constitutes the end item product drawings. The TDP is mandatory for use in design and building the Multi-purpose Engine Aircraft Trailer and no deviation from the drawings is permissible without prior approval of the procuring activity. Where tolerances could cumulatively result in incorrect fits, the contractor shall provide tolerances within those prescribed on the drawings to ensure correct fit, assembly, and operation of the Multi-purpose

Engine Aircraft Trailer. If during the manufacturing process of first article Multi-purpose Engine

Aircraft Trailer discrepancies are noted with the TDP, the contractor shall notify the procuring activity of such discrepancies. Any data prepared by the contractor or obtained from a vendor to support fabrication and manufacture of the Multi-Purpose Engine Aircraft Trailer shall be made available, upon request, for inspection by the procuring activity. Any changes to the TDP shall be processed via approved ECP(s).

3.5.2.2 Qualification of new components. In the event that the contractor desires to qualify components which are form, fit, and functionally interchangeable as substitute components for those specified on the drawings, the first article tests shall be conducted on the first article Multi-purpose Engine Aircraft Trailer with the proposed components installed. Failure to meet any requirements specified herein during or as a result of the test shall be cause for rejection of the proposed changes. Successful performance of the first article tests does not preclude performance of any other tests deemed necessary by the procuring activity to verify form, fit, and functional interchangeability of the substitute components.

3.5.3 Request for Variance (RFV). The contractor shall prepare an RFD whenever a departure from the contractually-specified base line is proposed for a specific number of units or for a specific time. (DI-SESS-80640, A006, Request for Variance (RFV)).

3.5.4 Relationship of the contractor with subcontractors and vendors. The contractor shall levy on sub-contractors and sub-vendors the same requirements for TDPs as are levied on them by this contract. This requirement shall apply at all tiers of sub-contractor/vendor levels associated with the program.

3.6. Materials, protective coatings, and finish. The following requirements for protective coatings and finishing shall be used in lieu of the protective coatings and finish requirements of the drawing package.

3.6.1 Recycled, recovered, or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs. However, used, rebuilt, or refurbished items shall not be provided.

3.6.2 Protective coatings. Materials that deteriorate when exposed to sunlight, weather, or operational conditions normally encountered during the service life of the Multi-Purpose Engine

Aircraft Trailer shall not be used or shall have means of protection against such deterioration that does not prevent compliance with the performance requirements specified herein. Protective coatings that chip, crack, or scale with age or extremes of climatic conditions or when exposed to heat shall not be used. Exposed surfaces of fasteners, handles, and fittings shall also be primed and painted. Commercial items (see 6.3.4) used as components of the Multi-Purpose Engine Aircraft

Trailer (but not the Multi-Purpose Engine Aircraft Trailer itself) may be prepared and coated in accordance with the manufacturer’s standard practice, provided it is compatible with the exterior finish color. See 3.3.1.2 for prohibited hazardous materials.

3.6.2.1 Surface preparation and pretreatment. Surface preparation and pretreatment shall be in accordance with the respective primer and topcoat specifications. Structures shall be cleaned, degreased, and scuffed or blasted prior to priming; primer shall be applied before any oxidation or rusting occurs. Aluminum surfaces shall have MIL-DTL-81706, Type II, Class 1A, chemical conversion coating applied in accordance with the manufacturer’s directions, or shall be anodized in accordance with MIL-A-8625, Type II, Class 1, prior to priming.

3.6.2.2 Primer. Raw metal edges, to include fastener and drain holes, shall be coated with primer before applying topcoat.

3.6.2.2.1 Ferrous surfaces. . Ferrous structures and surfaces shall be primed with zinc rich primer in accordance with MIL-PRF-26915, Type I, Class A. This shall be followed with a compatible intermediate epoxy primer, following manufacturer’s curing and overcoat recommendations.

Specification for intermediated epoxy primer will be either MIL-DTL-53030 or MIL-DTL-53022, Type IV. This two part primer system shall yield a dry-film thickness of 2.0-2.5 mils for the zinc primer and 0.9 to 1.1 mils for the intermediate primer. The two-primer system shall be allowed to dry and fully cure in accordance with the primer manufacturer's directions prior to top coating.

3.6.2.2.2 Aluminum and mixed aluminum and ferrous surfaces. Aluminum and mixed aluminum and ferrous structures and surfaces shall be primed with an epoxy primer, Type I, Class N of

MIL-PRF-23377. This single part primer system shall yield a dry-film thickness of 0.6 to 0.8 mils.

3.6.2.3 Topcoat. Topcoat shall be polyurethane in accordance with Type I or Type IV, Class H of MIL-PRF-85285. Neither Chemical Agent Resistant Coating (CARC) nor powder coating shall be used. Topcoat shall be applied to a dry film thickness of 1.6 to 2.4 mils in all instances, regardless of the primer system utilized. The coating shall be free from runs, sags, orange peel, or other defects.

3.6.3 Dissimilar metals. Dissimilar metals, as defined in MIL-STD-889, shall not be in contact with each other. Metal plating or metal spraying of dissimilar base metals to provide electromotively compatible abutting surfaces is acceptable. The use of dissimilar metals only when separated by suitable insulating material is permitted, except in systems where bridging of insulation materials by an electrically conductive fluid can occur. Sealants or gel type gasket materials shall be used between faying surfaces and butt joints.

3.6.4 Finish. The exterior finish color of the MULTI-PURPOSE AIRCRAFT ENGINE TRAILER shall be Ocean Gray, NAVSEA Color Number 26173 of FED-STD-595.
